About this opportunity
The Michigan Department of Technology, Management and Budget is soliciting bids for replacement of the public address system at Kinross Correctional Facility in Kincheloe, Michigan, under File No. 472/25139.ABG, with bids due September 30, 2026 at 2:00 p.m. ET and bid opening the same day. A mandatory pre-bid conference and site walkthrough occurred on September 17, 2026 at the facility.
The scope encompasses complete demolition of the existing PA system infrastructure, replacement with a new IP-based PA system facility-wide, installation of new interior and exterior speakers, termination and abandonment of existing direct buried lines, and installation of exhaust fans and electrical modifications in selective IT closets across administrative areas, food service, eight housing units, maintenance facilities, pavilion, and programs areas. The drawings specify structured cabling systems with BICSI technician certification required for lead installers and manufacturer-specific certifications for all cabling installers. Contractor responsibilities include protecting existing equipment, coordinating across mechanical, electrical, and technology trades, maintaining phased construction while keeping the facility operational, and providing attic stock of PA devices and programming documentation. The contract duration is 120 calendar days from Notice-to-Proceed for substantial completion, with liquidated damages of $750 per calendar day for delays.
Prevailing wage requirements apply under Michigan 2023 PA 10 and applicable federal law. Contractors must obtain State Project Registration and maintain 100 percent on-site supervision. All work must comply with asbestos abatement requirements under PA 59 of 2024; multiple asbestos reports for Housing Units 1, 2, 3, 4, and K-Unit are included in the bid package. Bidders must satisfy a five percent bid guarantee, performance and payment bonds for bids exceeding $50,000, and Michigan-Based Business certification for bids over $100,000. Questions were due September 24, 2026. The bid includes a base bid and a $50,000 allowance with six primary line items covering demolition, general conditions, PA equipment, MEP materials and labor, and installation labor.
