About this opportunity

The Michigan Department of Technology, Management and Budget is requesting bids for a public address system upgrade at Kinross Correctional Facility in Kincheloe, Michigan, with bids due September 30, 2026 at 2:00 p.m. Eastern time. A mandatory pre-bid walkthrough and conference is scheduled for September 17, 2026 at 12:00 p.m. Eastern. A 10% bid preference is available to qualified disabled veteran-owned businesses under Michigan Public Act 91 of 2005; bidders claiming this preference must submit DD214 or equivalent proof of service and service-connected disability, proof of business ownership, or valid National Veterans Business Development Council certification at bid submission. Michigan-based business certification is required for contracts exceeding $100,000.

The scope encompasses complete replacement of the existing public address system with a new IP-based system throughout the facility, including demolition of existing PA infrastructure and direct buried lines, installation of interior and exterior speakers, installation of exhaust fans and electrical modifications in selective IT closets, and structured cabling systems (CAT6 with color-coded installation by function) across multiple housing units and administrative areas. All cabling work requires BICSI-certified technicians and manufacturer-certified installers, with 25-year warranties on structured cabling and comprehensive testing and certification protocols for all installed systems. Multiple asbestos reports for housing units have been posted; contractors must be qualified to manage asbestos-containing materials in compliance with state and federal regulations.

Substantial completion is required within 120 calendar days from Notice-to-Proceed, with liquidated damages of $750 per calendar day for delays. A 5% bid security is required. For contracts exceeding $50,000, performance and payment bonds are mandatory. Commercial General Liability Insurance with $1,000,000 per occurrence limits, Vehicle Liability, Worker's Compensation, and Employer's Liability Insurance are required. Prevailing wage and state project registration compliance apply. All contractor and vendor representatives must submit a Vendor/Contractor LEIN Request five business days prior to the pre-bid meeting. Questions are due September 25, 2026 at 2:00 p.m. Eastern to Marcelo Guassi at mguassi@towerpinkster.com. Bids must be submitted through the SIGMA VSS portal with a maximum of two attachments each under 25 MB.
