About this opportunity
The Michigan Department of Technology, Management and Budget is procuring construction services for a kosher kitchen remodel at the Richard A. Handlon Correctional Facility in Ionia, Michigan (Project 472/25040.JGH). This is a design-bid-build construction project involving the comprehensive renovation of an existing kitchen storage area into a fully functional kosher food preparation facility. The scope of work includes selective demolition, installation of two new partition walls with a single door, masonry work, doors and hardware, ceilings, flooring, interior painting, fire protection systems, complete foodservice equipment installation, and all associated mechanical, electrical, and plumbing connections to existing building utilities. The project contract time is 180 calendar days from the Notice-to-Proceed, with completion required by December 7, 2026, and is subject to prevailing wage requirements under 2023 PA 10 as amended. Qualified bidders must submit responses electronically through the SIGMA VSS website by June 10, 2026, at 2:00 p.m. Eastern time, with a mandatory pre-bid conference and facility tour scheduled for May 25, 2026, at 11:00 a.m. ET and a separate mandatory walk-through inspection on May 28, 2026, at 11:00 a.m. ET. All bids must include a five percent bid guarantee, certification of Michigan business status for bids exceeding $100,000, non-collusion affidavit, asbestos abatement attestation, state project registration documentation, and performance and payment bonds are required for contracts exceeding $50,000. Questions must be submitted to Trevor Richardson at trichardson@abonmarche.com no later than June 4, 2026, at 2:00 p.m. ET, with bids remaining valid for 60 calendar days after opening, and liquidated damages of $500 per calendar day applying for delays beyond the contract completion date.
Service-disabled veteran-owned businesses (SDVOBs) are eligible for a ten percent pricing preference on this contract pursuant to Public Act 91 of 2005, provided they submit appropriate documentation including a DD214, proof of service-connected disability, and proof of 51 percent or greater business ownership by qualified veterans; the State of Michigan accepts NVBDC certification but does not pre-certify SDVOBs or accept federal CVE or SBA VetCert certifications. All contractor personnel must submit LEIN (Michigan Law Enforcement Information Network) criminal history check requests at least five business days prior to the pre-bid meeting, as all employees may be subject to security screening and facility access restrictions with no additional compensation for standard security processing delays. Bidders must comply with all federal, state, and local laws including MIOSHA safety regulations, nondiscrimination requirements, and Michigan's Right-to-Know Law, and only one entity may be represented by each bidder at the mandatory walk-through. No incumbent vendors or current contractors are identified in the procurement documents, and no specific budget range or award value is disclosed; however, the project scope and 180-day contract duration suggest a significant capital improvement allocation consistent with state correctional facility construction standards.
