About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division is requesting bids for an IP-based paging and emergency siren system upgrade at the Richard A. Handlon Correctional Facility in Ionia, Michigan, with bids due July 1, 2026 at 2:00 PM ET and a mandatory pre-bid walkthrough on June 16, 2026 at 8:00 AM ET. A 10% pricing preference applies to Service-Disabled Veteran-Owned Businesses (SDVOBs) under Public Act 91 of 2005; eligible businesses must provide proof of service-connected disability and business ownership documentation at bid submission.
The scope encompasses design, procurement, and installation of a new IP-based paging system throughout the facility's interior and exterior spaces, including servers, software, new cabling and speakers across multiple buildings (Admin, Food Service, Field House, Education, Housing Units A–F, Maintenance), removal of existing analog paging equipment, IP-to-analog device installation, microphones and paging adapters, Ethernet network configuration with a dedicated Paging VLAN, system testing and demonstration, staff training, and as-built documentation. Detailed technical specifications address speaker types, cable gauges and ratings (CAT-6 plenum, 18 AWG and 14 AWG twisted pair), equipment manufacturers (Valcom, QSC, Atlas IED), connector types, and installation requirements including security screws in vandal-prone areas and outdoor-rated materials for exterior installations.
The contract term is 225 calendar days from Notice to Proceed (extended from 180 days by Addendum 01, issued June 25). Liquidated damages are $1,000 per calendar day for failure to achieve substantial completion. A 5% bid guarantee (certified check, money order, or bid bond) and performance and payment bonds for bids exceeding $50,000 are required. Bids over $100,000 require Michigan Based Business Certification. The bid structure includes eleven line items with two $25,000 allowances. All subcontractors must maintain current State Project Registration per PA 10 of 2023. Questions are due June 23, 2026 at 2:00 PM ET to Bret Emerson at bids@commtechdesign.com. All contractor and vendor representatives attending the pre-bid walkthrough must submit a LEIN (criminal history) request five business days prior. Bids must remain valid for 60 calendar days following opening. Electronic submission through SIGMA VSS is mandatory.
