About this file
This is Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division for the Richard A. Handlon Correctional Facility PA System Emergency Siren Upgrade project (File No. 472/24126.SMD). The addendum, issued on June 25, 2026, modifies the original bidding documents for the installation of a new IP-based paging system throughout the facility's interior and exterior spaces. The project scope includes providing and installing server and software to support audio distribution of scheduled messages, tones, and live audio; installing new cabling and speakers throughout all buildings; removing old speakers and cabling; fully installing IP to analog devices, microphones, and paging adapters; configuring the Ethernet network to support a new Paging VLAN; and providing comprehensive configuration, testing, demonstration, training, as-builts, and closeout documentation. The contract time was extended from 180 days to 225 days from Notice to Proceed, with a bid opening date of July 1, 2026, at 2:00 PM ET. Mandatory pre-bid walkthrough attendance is required for site examination. The addendum includes updated drawings (TC 402, TC 403A, TC 404), a new specification section (287300 Technology Pass-Thrus and Firestop), clarifications regarding existing PPD speaker removal, speaker mounting specifications for classrooms, and firestopping requirements.
The bid structure includes eleven line items covering paging system equipment, labor, speakers, cabling, removal of existing equipment, Ethernet configuration, mobilization, bonds, warranty, code approval, and as-builts, with a $25,000 allowance amount specified. A performance bond and payment bond are required for all bids exceeding $50,000, with a five percent bid guarantee required. Bidders must acknowledge receipt of all addenda and submit non-collusion affidavits, asbestos attestations, and post-bid submittals including experience modification ratings, proposed project superintendents, similar project references, and subcontractor nominations. The professional design firm is Commtech Design, Inc., with Scott DeKorte serving as project director. All bidding documents must be submitted electronically through SIGMA VSS, and the apparent low bidder must ensure all subcontractors maintain current State Project Registration in compliance with PA 10 of 2023. Key clarifications in the addendum address firestop specifications around conduits and pass-thrus, confirmation that existing PPD speakers shall remain (not be removed), and specification that all S2 speakers in classrooms shall be changed to drop ceiling speakers with standard boxes and security screws rather than vandal-proof equipment.

ADDENDUM ITEMS: (attach additional sheets and drawings if required) Attachments:
1. Meeting Attendance record, Pre-Bid sign-in sheets.
2. Bid Summary
3. Specification 287300 Technology Pass-Thrus and Firestop
4. Drawings – TC 402, TC403A, TC404
Specifications
1. Bid Summary Sheet
a) See change in Contract Time from 180 to 225 days.
2. See additional specification 287300 TECHNOLOGY PASS-THRU’S AND FIRESTOP
a) Install pass thru’s as per these details. This includes floor pass thrus.
Drawings reissued
1. TC402 - Refer to updated keynote.
2. TC403A - Each classroom on this sheet contains an existing speaker and call button. Contractor shall remove existing speaker, call button and all cabling associated with existing speakers and call buttons. Remove all raceway associated with call button.
3. TC404 - Each speaker in the classrooms shall be changed to a drop ceiling speaker (S1) No speaker shall be mounted on the wall in these classrooms.
Questions:
1. We were reviewing this one and we were hoping you would consider a longer duration on the project. For comparison MDOC Oaks was 180 days and it has half the work scope as this one. Based on the size of this one we would have to complete a building around every 10 business days to allow only a couple days for test and check. With this many new speakers and a whole new system that’s a significant undertaking. I appreciate anytime you can give to considering the longer duration
a) Project time will be changed to 225 days.
http://www.michigan.gov/SIGMAVSS
2. On Page TC402 there is an existing PPD speaker on the south end of the building that has keynote #1 stating to remove the speaker and all associated equipment for it. Every other PPD speaker in the project has keynote #3 stating existing PPD speakers shall remain.
Is this speaker indeed a PPD speaker to remain, or is this an existing PA speaker to be removed?
a) The existing PPD speaker shall remain. Do not remove any existing PPD speaker. See attached drawing TC404 for keyed note change.
3. All S2 Speakers are specified to be AtlasIED C803AT87 with Box and Baffle.
Do any of these locations require Vandal Proof Box and Baffles (S4 Speaker Specified Equipment), or are Standard Box and Baffles (AtlasIED IP-SEA-S & AtlasIED 161-8 equipment specified on page TC302) with security screws for locations under 10' AFF acceptable?
a) Standard boxes are allowed. Screws for these shall be Security Screws. Torx type, based on MDOC standards.
Clarifications:
1. After reviewing the bidding documents for this project, I noticed that section 28 7300 TECHNOLOGY PASS-THRU AND FIRESTOP is missing from the project specifications. Is this section forthcoming in an addendum.
a) See Specification attached..
ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
