About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design & Construction Division is procuring exterior door replacement services for the Ionia Correctional Facility located at 1576 Bluewater Highway, Ionia, Michigan. This construction project involves the replacement of 10 entry door storefront systems across five housing units (HU1 through HU5) to address heavily worn and salt-damaged existing doors containing electrified hardware and alarm routing requirements. The scope of work includes removal of existing doors, frames, and hardware; installation of new insulated steel Steelcraft B Series doors with full-lite glazing; new door frames with grouting and pick-proof caulking; and comprehensive hardware specifications including LCN 4210 Series closers, Ives ball-bearing hinges, stainless steel bars, and Willoughby Locking Systems electrically operated deadlatches integrated with existing control panels through Allied Universal Technology Services. The project is subject to the 2021 Michigan Rehabilitation Code for Existing Buildings (Alterations Level 1), 2021 Michigan Energy Code, and 2017 ICC A117.1 accessibility standards. All contractors must hold valid State Project Registration from the Department of Labor and Economic Opportunity and comply with prevailing wage requirements under Michigan's 2023 PA 10. Bids are due electronically through SIGMA VSS by Wednesday, May 27, 2026, at 2:00 p.m. Eastern time, with a mandatory pre-bid walk-through scheduled for Thursday, May 7, 2026, at 11:00 a.m. Questions from bidders must be submitted by Thursday, May 14, 2026, at 2:00 p.m. Eastern time and directed to Derek Slupka at derek@dsarchitects.com. The contract requires substantial completion within 180 calendar days and final completion within 210 calendar days after Notice to Proceed, with liquidated damages assessed at $500.00 per calendar day for delays beyond substantial completion.
Bidders must submit a five percent bid guarantee and, for contracts over $50,000, provide both Performance and Payment Bonds. Service-Disabled Veteran Owned Businesses (SDVOBs) are eligible for a 10% pricing preference under Michigan Public Act 91 of 2005, provided they submit appropriate documentation including DD214 forms, VA Rating Decision Letters, and proof of business ownership; the State of Michigan does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert certification for this state-level preference. All contractor and vendor representatives attending the pre-bid walk-through must submit a LEIN (Law Enforcement Information Network) Request Form CAJ-1037 for criminal history background clearance five business days prior to the meeting date to satisfy Department of Corrections facility access security requirements. Special working conditions are mandatory for all workers, including facility-specific orientation and training, security protocols, escort requirements, compliance with cell phone and camera restrictions inside the facility, and daily reporting requirements. The project includes a $50,000 provisional allowance for contingency work, with bonds and insurance covering this amount. The contract will be awarded based on responsive and responsible best value determination, with consideration given to Qualified Disabled Veteran preferences, and the State reserves the right to reject any or all bids and waive irregularities as deemed appropriate.
