About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, is soliciting sealed bids for replacement of the smoke purge system and associated mechanical, electrical, and structural upgrades at Gus Harrison Correctional Facility in Adrian, Michigan, with bids due October 14, 2026 at 2:00 p.m. Eastern time. A mandatory pre-bid walk-through is scheduled for September 24, 2026 at 10:00 a.m. at the facility.
A Service-Disabled Veteran-Owned Business (SDVOB) 10% pricing preference is available under Michigan Public Act 91 of 2005 for bidders who submit proof of service-connected disability via DD214 or VA Rating Decision Letter and proof of 51% or greater ownership by one or more veterans with service-connected disability; NVBDC certification is accepted as equivalent verification.
The scope encompasses removal and replacement of the existing smoke purge system to comply with current Michigan Building Code and National Fire Protection Association standards, modification of existing sprinkler systems, installation of new metal bulkhead, and lighting upgrades in the Segregation Unit and Housing Units 4 and 5. The technical specifications detail HVAC components, ductwork, dampers, and associated equipment with performance and material standards. Bidders must demonstrate experience with correctional facility HVAC systems and coordinate work with facility maintenance staff during scheduled maintenance windows. All work must comply with Michigan prevailing wage requirements and obtain necessary permits from local authorities. Bid security of 5% is required. Contractors and personnel seeking facility access must complete LEIN criminal history checks; contractors attending the pre-bid meeting must submit the LEIN Request five business days prior.
Questions are due October 5, 2026 at 2:00 p.m. Eastern, directed to Troy Thelen at Matrix Consulting Engineers, Inc. All bid responses must include proof of State Project Registration from the Department of Labor and Economic Opportunity and be uploaded to SIGMA VSS with a maximum of two attachments under 25 megabytes each. Addendum No. 1, issued September 25, 2026, addresses ceiling modifications in the Support Services Building and material storage restrictions; bidders must acknowledge this addendum in their bid forms.
