About this opportunity
The State of Michigan Department of Technology, Management and Budget, in collaboration with the Michigan Department of Corrections, is soliciting competitive bids for statewide perimeter repair and replacement work at the Alger Correctional Facility located at N6141 Industrial Park Drive, Munising, Michigan. This construction procurement encompasses comprehensive fencing enhancements including the provision and installation of new razor mesh panels (approximately 100 feet), removal and replacement of existing Instabarrier with new 40-inch NATO barrier reinforced concertina razor wire (approximately 2,150 feet), removal and installation of new detainer hook razor ribbon (approximately 430 feet), repair of an existing truck gate with new razor mesh panels (approximately 20 feet), and installation of additional detainer hook razor ribbon at multiple locations around the facility perimeter (approximately 809 feet combined). The contractor must comply with all technical specifications including stainless steel tie wire installation at 12-inch on-center spacing with nine-gauge wire and no fewer than five complete twists, maintain razor mesh width specifications of 24 inches minimum on the secure side of the fence, and ensure integration with existing facility infrastructure including detection cable systems and tension bands. All prospective bidders and subcontractors must submit a Vendor/Contractor LEIN Request form for criminal history background clearance at least five business days prior to the mandatory pre-bid conference scheduled for February 5, 2025, at 2:00 p.m. local time, which all prime bidders must attend. Written inquiries regarding the project must be submitted by February 13, 2025, at 2:00 p.m. Eastern time to Joe Sovis at jsovis@matrixceinc.com, and sealed bids are due by February 19, 2025, at 2:00 p.m. Eastern time through the SIGMA VSS electronic portal. The contract establishes Substantial Completion within 90 calendar days of the notice to proceed (approximately July 19, 2025) and final completion within 120 calendar days (approximately August 19, 2025), with liquidated damages assessed at $250 per calendar day for delays.
Contractors must comply with Michigan prevailing wage requirements for all construction classifications and submit an erosion and sedimentation control implementation plan before commencing earthwork in accordance with Michigan Public Act 451. All bids exceeding $50,000 require performance and payment bonds, and all bidders must provide a five percent bid security in the form of a certified check, money order, or bid bond. Qualified Disabled Veteran (QDV) applicants may submit relevant documentation including DD214 forms, proof of 51% ownership, and proof of service-connected disability as secondary bid attachments to qualify for applicable set-asides. Special working conditions apply due to the correctional facility location, including restricted access, mandatory employee screening, tool control procedures, and prohibition on specific items within the security perimeter; contractors must ensure compliance with all facility operations coordination requirements.
