About this opportunity
The State of Michigan Department of Technology, Management and Budget, on behalf of the Michigan Department of Corrections, is procuring professional architectural and engineering services through a Request for Proposals (RFP) for paving repairs and replacement at Lakeland Correctional Facility in Coldwater, Michigan. The scope of work encompasses design and construction administration services across Phases 300-700, including schematic design, preliminary design, final design, construction administration office services, and field inspection services. Deliverables include repair of failing asphalt paved areas, reconstruction of a concrete truck unloading ramp, replacement of concrete sidewalks with ADA-compliant alternatives, demolition and restoration of abandoned asphalt streets and parking areas, schematic plans for courtyard demolition and restoration, soil borings at approximately 20 locations, and ground-penetrating radar surveys to verify utility locations. Required qualifications include Michigan licensure to practice architecture or engineering, minimum of three similar projects demonstrating relevant experience with priority given to paving and correctional facility projects, and submission of cost estimates using the DTMB RFP Billable Rate Form. The evaluation committee will assess proposals using an 80/20 weighting toward technical merit and cost, respectively. Critical deadlines include a mandatory pre-proposal walk-through inspection on May 30, 2023, at 9:00 a.m. with RSVP required by May 25, 2023; written questions due by 2:00 p.m. Eastern on June 8, 2023; and proposals due by 2:00 p.m. Eastern on June 15, 2023, submitted electronically through SIGMA VSS as a single attachment not exceeding 6 MB. The anticipated contract award is July 2023, with design services scheduled for August through November 2023, bid and award in December 2023/January 2024, and construction commencing March 2024.
The RFP is structured as a not-to-exceed billable-rate professional services contract with hourly billing rates for specific staff classifications plus reimbursable expenses including printing, reproduction, surveys, soil borings, laboratory testing, and travel over 100 miles from the firm's office. Proposing firms must certify Michigan business status or principal place of business location and submit required certification forms including Certification of a Michigan Based Business and Responsibility Certification. All contractor and vendor representatives must submit a Vendor/Contractor LEIN Request form five business days prior to the mandatory pre-proposal meeting to undergo criminal background clearance for facility access. Sub-consultant fees are permitted with markups not exceeding five percent for reimbursable expenses. The contract requires Commercial General Liability insurance of $1,000,000 per occurrence, Professional Liability/Errors and Omissions insurance of $1,000,000 per occurrence, and Workers' Compensation coverage. While no specific incumbent contractor is identified, the project integrates with existing site infrastructure including active fire hydrants and water lines to remain in place, abandoned underground electrical lines, and street lighting poles that may be left in place during construction. The not-to-exceed contract amount will be determined by the sum of all phase costs as submitted in the proposal, with the state reserving the right to reject any or all proposals and declining liability for costs incurred prior to contract award and execution.
