PROJECT DESCRIPTION/SERVICES REQUESTED

The Department of Technology, Management and Budget (DTMB) on behalf of Michigan Department of Corrections, is requesting professional architectural and engineering services to design repair of existing pavement areas at Lakeland Correctional Facility, MI. This request is to provide Phase 300 Schematic Design, Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection Services.

The scope of design services includes:

• Repair failing asphalt paved areas south and east of the food service building. Reconstruct the concrete truck unloading ramp, resulting in a lower truck elevation that is closer to the existing loading dock elevation.

• Repair failing asphalt paved areas on the east side of building B (Bravo). Replace existing adjacent concrete sidewalks with new, ADA-compliant sidewalks.

• Mill/demolish surface of abandoned asphalt streets (2nd Street & 3rd Street) and all adjacent parking areas and basketball courts. Remove concrete curbs and modify storm sewer inlets to remain in place. Restore the site. Reuse millings to resurface warehouse parking area. This work to be included in the construction drawings as an alternate.

• Develop schematic plan and cost estimates to demolish 3 paved-surface courtyard areas adjacent to (northwest and southeast of) buildings B & C and restore to green space (or other surface material if recommended) and ADA-compliant concrete sidewalk access. Courtyards are asphalt paving over concrete of varying depths. (Only provide Phase 300 services for this item.)

mailto:meyersj11@michigan.gov mailto:smithD76@michigan.gov

• Include soil borings at all locations of work to verify/determine existing conditions. Use GPR to verify utility locations at all soil boring locations or excavations. Assume 20 soil boring locations.

• Pavement repair may be partial depth, full-depth, or a combination of repair methods.

• Address any required changes to existing storm sewer systems resulting from changes in pavement elevations and grades as necessary to maintain adequate drainage.

The PSC will be prime contract holder with the State of Michigan for this project and will directly manage the project. The PSC shall assemble a team of professionals who will provide all expertise necessary for this project. The PSC shall coordinate with the Michigan Department of Corrections, the Lakeland facility, and the DTMB. Construction will take place inside secured areas. Bid documents shall specify that access to all facilities will be maintained using phased construction work and/or temporary accommodations. Site plans and utility drawings will be provided to the selected PSC. The PSC shall field verify all existing conditions.

In addition to the requirements described in the DTMB Contract for Professional Services: Billing Rate – Not to Exceed sample contract, please include the following:

1. Attend a one-hour on-site Correctional Facilities orientation at project kick off.

2. Clearly document the number of meetings proposed during Phases 300, 400, and 500 and indicate which meetings will need to be on-site. Design meetings shall be held via electronic format to the greatest extent possible.

3. Issue a progress summary to the project team via e-mail every two weeks. Each progress summary shall document the prior two-weeks’ progress by the PSC and display the initial project schedule and current schedule status.

4. Incorporate 50% and 90% submittals at Phase 300, 400 and 500 phases of design. Include cost estimates with each submittal.

5. Contract documents will be structured to include alternates for the improvement work to use all available funding.

6. Include LARA plan-review fees, ground-penetrating radar (GPR) survey, soil borings, site-surveying, and travel over 100 miles as reimbursable expenses.

7. Field work by the PSC and construction phasing and scheduling must be coordinated with MDOC in advance to minimize disruption to their operation of the project site. Field work shall be conducted in a manner that complies with COVID-19 Precautions and MDOC policies currently in effect or which may come into effect.
