About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is requesting bids for Site Mechanical Underground work at Woodland Correctional Facility (Project 472/23129.KMM), with bids due November 18, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-bid walkthrough and conference on October 22, 2026 at 9:00 a.m. A 10% Service Disabled Veteran Owned Business (SDVOB) pricing preference is available to vendors meeting Michigan's eligibility criteria (51% or more ownership by one or more veterans with service-connected disability, documented via DD214, VA Rating Decision Letter, or NVBDC certification); Michigan does not pre-certify SDVOBs or recognize federal CVE certifications.

The scope encompasses installation of new sanitary sewer mains, a sanitary lift station, cured-in-place pipe (CIPP) sanitary sewer lining, water main improvements, and associated excavation, utility modifications, pavement restoration, grading, site restoration, testing, startup, and commissioning. Contractors must provide new PVC SDR 26 sanitary sewer piping. The contract term is 200 calendar days from Notice to Proceed. A geotechnical investigation identified subsurface soil conditions (topsoil, sand, clay, and glacial till layers), groundwater at depths of 4.0 to 17.0 feet, and bedrock (Coldwater Shale Formation) below approximately 90 feet. Key construction constraints include mandatory utility and security shutdown protocols with hour-by-hour scheduling submitted two weeks prior; no work on Fridays or days preceding holidays; electrical shutdowns exceeding two hours require on-site redundant backup emergency generators; and boiler and heating system work must occur between May and October. Contractors and vendor representatives must submit LEIN requests five business days prior to the pre-bid meeting to obtain facility access clearance.

The contract requires performance and payment bonds, 5% bid security, State Project Registration from the Michigan Department of Labor and Economic Opportunity, and compliance with Michigan prevailing wage requirements. The base bid includes line items for General Conditions, Water Main and Sanitary Sewer Improvements, a $75,000 Hydrovac Allowance, pavement replacement (asphalt and concrete), a $150,000 Provisional Allowance, and a $200,000 Material Allowance for shortages. Bids remain valid for 90 calendar days after opening. Questions are due November 4, 2026 at 2:00 p.m. Eastern Time. Bids must be submitted electronically through SIGMA VSS.
