About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is soliciting competitive sealed bids for construction services related to Project 472/22301.TAP, Baraga Correctional Facility Sallyport Gate Upgrades, located in Arenac County at 13924 Wadaga Road, Baraga, Michigan 49908. The project scope encompasses the removal and replacement of inner and outer motorized gates for the sallyport, including new heavy-duty crash bars, control systems, and related electrical infrastructure. During construction, contractors must maintain security operations by installing a temporary sallyport swing gate with associated fencing, fence detection systems, and microwave sensor relocation to ensure two secure gates remain operational at all times. Key deliverables include two new 10-foot by 16-foot double gates with 15-foot 2-inch clear opening height, new motor control boxes with wireless gate sensors, 16-foot high temporary fencing with razor ribbon detainers, concrete work with 8-inch thick pads, electrical conduit extensions, and an electrically interlocked gate system preventing simultaneous opening of companion gates. The mandatory pre-bid conference and facility walk-through is scheduled for 11:00 a.m. ET on December 14, 2023, with all prospective bidders required to attend and RSVP by 5:00 p.m. on December 12, 2023. Bids are due by 2:00 p.m. ET on January 3, 2024, submitted electronically through the SIGMA VSS portal, with written questions due to Project Services Coordinator Joe Sovis (jsovis@matrixceinc.com) by 2:00 p.m. ET on December 27, 2023. Substantial completion is required by July 31, 2024, with final completion by August 31, 2024, subject to liquidated damages of $750 per calendar day after substantial completion and $250 per day thereafter. The State will award the contract to the responsive and responsible best value bidder based on evaluation of the three lowest responsive and responsible bids, considering technical approach, quality of proposed personnel, and management plans.
All contractor and vendor representatives attending the pre-bid meeting must be LEIN (Law Enforcement Information Network) clean, requiring submission of a Vendor/Contractor LEIN Request form five business days prior to site entry to authorize criminal history clearance through Michigan's Law Enforcement Information Network. A five percent bid guarantee is required with all submissions, and performance and payment bonds are mandatory for contracts exceeding $50,000, with surety companies holding an A- A.M. Best Company Rating and listed on the current U.S. Department of Treasury Circular 570. Contractors must comply with all prevailing wage rates as specified in Michigan's prevailing wage schedules, with commercial general liability insurance of minimum $1,000,000 per occurrence, workers' compensation insurance with statutory limits, and builder's risk insurance covering 100 percent of actual cash replacement value during construction. The project requires compliance with Michigan Construction Code requirements, MIOSHA safety regulations, soil erosion and sedimentation control compliance, and all correctional facility security procedures. A Schedule of Values subdividing work into pay items with a provisionary allowance of $25,000 must be included in the base bid; however, no specific award value or budget range is disclosed in the contract documents provided.
