About this opportunity
The State of Michigan Department of Technology, Management, and Budget, State Facilities Administration, Design and Construction Division is procuring a complete fire alarm system upgrade at the Gus Harrison Correctional Facility in Adrian, Michigan through sealed competitive bidding. The scope of work encompasses the replacement of existing fire alarm systems across 23 buildings within the correctional facility, including the installation of new fire alarm control panels, remote annunciator panels, manual pull stations, photoelectric and duct smoke detectors, heat detectors, notification appliances (horns and strobes), water-flow and valve-tamper switches, elevator integration, and an air sampling smoke detection system. The project requires integration of a new Senstar Starnet 2 intrusion detection control system with the existing facility security contact points and fire alarm systems, with all work to comply with NFPA 72 standards and the 2011 National Electrical Code with Michigan amendments. Qualified contractors must be authorized representatives of the fire alarm control panel manufacturer with demonstrated experience in both installation and maintenance, possess personnel trained and certified by the manufacturer with minimum NICET Level III certification, and be capable of providing eight hours of on-site technical training to facility maintenance personnel upon project completion. The mandatory pre-bid walkthrough is scheduled for October 31, 2018, at 9:00 AM at the Warden's Office, with requests for information accepted via email only until 5:00 PM on November 7, 2018, and an RFI cutoff established for November 8, 2018; electronic bids are due November 14, 2018, at 2:00 PM local time through the SIGMA VSS website. The contract duration is 150 calendar days from the Notice-to-Proceed, with liquidated damages of $1,000 per calendar day for delays beyond substantial completion, and the project includes a $50,000 provisional allowance for additional fire alarm devices and contingency items as directed by the project director.
The procurement is open to all qualified bidders, with additional certification opportunities available through Qualified Disabled Veteran (QDV) certification offering a ten percent bid preference and Michigan Based Business certification required for bids exceeding $100,000. All bids over $50,000 require performance and payment bonds, with bid security of five percent required from all bidders. The contractor is responsible for all permits, inspections, associated fees, removal and proper disposal of hazardous materials, and maintenance of the facility during construction, including fire watch protocols that must be limited to a maximum of 48-hour downtime per building due to facility operational requirements. The facility is a Department of Corrections institution requiring all personnel to obtain security clearances, comply with tool control protocols, and submit to background screening and searches upon entry, with work-hour restrictions prohibiting standard hours in food service buildings (restricted to 8:00 PM to 4:00 AM) and the Main Support Installation during extended hours. The project includes a deductive alternate proposal for upgrading the security system to Starnet 2 for the south buildings, and the contractor must provide a two-year manufacturer warranty on system components and ensure minimum ten-year parts availability. While no specific budget range is disclosed in the contract documents, the base bid structure includes the $50,000 provisional allowance, deductive alternate pricing, and prevailing wage requirements as specified in the contract documents, with the project indexed under NIGP codes 1438, 91220, and 34016.
