About this opportunity
The State of Michigan Department of Technology, Management and Budget is procuring Wi-Fi cabling infrastructure services for Central Michigan Correctional Facility located in St. Louis, Michigan (Gogebic County). The procurement encompasses the design, provision, and installation of a complete CAT-6A and CAT-6 cabling infrastructure system to support a new wireless network, including raceway installation, fiber optic cabling between buildings, grounding systems, communications racks, wireless access point (WAP) installation and connection, cable management systems, and related equipment across approximately 54 wireless access points distributed throughout 20+ facility buildings. The contractor will be responsible for all cabling, installation, termination, testing, and labeling work, while the State will provide all wireless network equipment, Ethernet switches, and fiber optic patch cables. A mandatory pre-bid conference and site tour are scheduled for April 16, 2025, at 2:00 PM and 3:00 PM respectively at 320 N. Hubbard, St. Louis, MI 48880, with electronic bids due through the SIGMA VSS website on April 30, 2025, at 2:00 PM ET. Questions must be submitted to Bret Emerson at bids@commtechdesign.com by 3:00 PM Eastern on April 23, 2025. The contract term is 270 calendar days from the Notice to Proceed, with liquidated damages of $500 per calendar day for delays beyond Substantial Completion. Bidders must provide a 5% bid guarantee, and for bids exceeding $50,000, both performance and payment bonds are mandatory. The base bid must include three provisional allowances totaling $190,000 consisting of a $50,000 contingency allowance, a $15,000 hydrovac allowance, and a $125,000 electrical allowance.
Bidders must be Michigan-based businesses or demonstrate significant business presence in Michigan to qualify, with 50% of the workforce required to be Michigan residents for one year, and a Qualified Disabled Veteran (QDV) preference of 10% applies to eligible certified bidders. All contractors must comply with prevailing wage requirements under both federal Davis-Bacon Act and Michigan Public Act 10 of 2023, with certified payroll submissions required every ten days, and must obtain State Project Registration (SPR) at a cost of $500 through the LEO Prevailing Wage Website, with failure to provide SPR documentation resulting in bid rejection. All contractor employees and vendor representatives require Law Enforcement Information Network (LEIN) criminal history background clearance, with requests submitted five business days prior to the pre-bid meeting date to Daniel T. Smith at SmithD76@michigan.gov, and access to the secure correctional facility is restricted to Monday-Thursday, 7:00 AM-5:30 PM, with body searches and tool control procedures mandatory. Contractors must provide a 40-foot Conex box for on-site storage, carry $1,000,000 commercial general liability insurance along with vehicle liability, workers' compensation, and pollution liability coverage, obtain all required permits including telecommunications permits under Michigan Public Act 230, and comply with 2023 Michigan Electrical Code and National Electrical Code requirements. The specific budget amount is not disclosed in the procurement documents, though the provisional allowances total $190,000, with project funding through the State of Michigan Department of Corrections electronic communications funding code (472ElectronicComm).
