About this file

This is Construction Bid Addendum No. 1 issued by the Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for the Wi-Fi Cabling Infrastructure project at Central Michigan. The addendum, issued on April 25, 2025, clarifies bidding requirements and project conditions for contractors. The bid opening date is scheduled for April 30, 2025. Key project specifications include a work week consisting of four 10-hour days Monday through Thursday, with working hours from 7:00 a.m. to 5:00 p.m. (adjustable to 6:30 a.m. start time). The sallyport operates from 6:30 a.m. to 2:00 p.m., and contractors may use an enclosed-cab gator with lockable doors for access. Kitchen and dining work must be performed on the third shift. One escort is available for the project, with a second escort potentially available for coordinated working times. The addendum includes revisions to the DC Specifications (Section 700-2.1.1) and introduces a new Bid Form that adds an Electrical Allowance component.

Critical bidding requirements outlined in the addendum mandate that all contractors include documentation of State Project Registration (SPR) with their bid proposals; failure to provide SPR documentation will result in bid rejection. The SPR application is available through the LEO Prevailing Wage Website at a cost of $500 for annual registration. Additional clarifications specify that a Conex Box must be provided per project specifications, jobsite equipment such as job boxes or gang boxes are prohibited for interior storage, and contractors may maintain a jobsite trailer on site. The professional firm managing the project is Commtech Design, Inc., with Rob Gruesbeck serving as Project Director and Bret Emerson as the approving professional.
