Bids must be submitted through the DFS Procurement Portal at dfs.bonfirehub.com/portal no later than May 14, 2026, at 9:00 AM ET, with bid opening scheduled for the same day at 10:00 AM ET at the Letcher County Judge Executive's Office, and award occurring at the Letcher County Fiscal Court meeting on May 18, 2026, at 10:00 AM ET. Bidders must submit copies of necessary licensing and certifications demonstrating their qualifications to perform title work and closing services on the buyout property. Title insurance premiums, recording fees, and transfer taxes are pass-through costs only and will not be subject to bidder markup, with title insurance calculated at $4.75 per $1,000 of coverage up to $100,000 (minimum $238.00 for up to $50,000) plus $3.75 per $1,000 for coverage from $100,001 to $500,000, plus applicable taxes if located within city limits. Award will be made on a per-property basis with no guarantee of work quantity, as structures may fall out of the program, be awarded to other contractors to meet state deadlines, or be purchased through alternative programs, and the county reserves the right to engage multiple firms if necessary to meet scheduling requirements.
Letcher County actively encourages submissions from women, minority, and veteran-owned businesses and has established affirmative steps compliance requirements in accordance with 2 CFR 200.321 to ensure that small and minority businesses, women's business enterprises, and labor surplus area firms have equitable opportunities to participate as prime contractors or subcontractors on this federally funded project. Responding firms must certify compliance with drug-free workplace requirements, submit evidence of required insurance coverage including Commercial General Liability ($2,000,000 aggregate/$1,000,000 per occurrence), Comprehensive Automobile and Water Vehicle Liability ($1,000,000 per occurrence), and Worker's Compensation with employer's liability coverage ($1,000,000 per occurrence), and execute certifications regarding non-collusion, lobbying compliance, and affirmative action procedures.
