About this opportunity

Methodist Children's Homes of Mississippi, Inc. (MCH) is soliciting proposals for trauma-informed spatial and sensory assessment, interior design concepts, and furniture-fixtures-equipment (FF&E) advisory services across four CDBG-CV-funded projects, with proposals due October 19, 2026 at 2:00 p.m. Central Time. Addendum No. 1, issued October 8, materially revises the original RFP and supersedes conflicting language from the September 11 solicitation.

A critical eligibility restriction bars the awarded consultant from competing for or accepting any subsequent implementation contract or implementation services funded by these grants. This constraint exists to preserve procurement integrity and prevent unfair competitive advantage.

The scope spans trauma-informed spatial and sensory assessment, non-architectural interior and spatial design concepts, FF&E recommendations and specifications, and FF&E purchasing advisory support. Work covers four projects: Mental Health Clinic Refurnishing with Trauma-Informed Design, Therapeutic Residential Facilities Revitalization, Trauma-Informed Healing Arts Program, and Trauma-Informed Transitional Living Program. The consultant will provide technical guidance and handoff support to MCH but will not perform subsequent implementation work. Prohibited activities include architectural or engineering services, preparation of stamped or sealed drawings, construction supervision, fund commitment, purchase-order execution, order placement, and taking title to grant-funded property. All charges must be allowable, allocable, documented, and consistent with applicable grant scope and budgets.

MCH does not disclose a budget ceiling; respondents must price advisory work based on proposed approach, level of effort, and deliverables, with MCH conducting independent cost and price-reasonableness analysis. Questions are due September 30, 2026 at 5:00 p.m. Central Time. MCH anticipates Intent to Award by November 2, contract execution by November 9, and Notice to Proceed by November 10. Respondents must acknowledge receipt of Addendum No. 1 and disclose any ownership interest, commission, rebate, referral fee, dealer relationship, or other financial relationship with proposed vendors or manufacturers.
