About this file

This is an Addendum No. 1 issued by Methodist Children's Homes of Mississippi, Inc. (MCH) revising Procurement No. 2 for Trauma-Informed Spatial and Sensory Assessment, Design & Furniture, Fixtures, and Equipment (FF&E) Advisory Services under the CDBG-CV grant program. The revised solicitation requests trauma-informed spatial/sensory assessment services, non-architectural interior/spatial design concepts, FF&E recommendations and specifications, and FF&E purchasing advisory support across four MCH CDBG-CV projects: the Mental Health Clinic Refurnishing with Trauma-Informed Design (Grant 1), Therapeutic Residential Facilities Revitalization (Grant 2), Trauma-Informed Healing Arts Program (Grant 3), and Trauma-Informed Transitional Living Program (Grant 4). The selected consultant will provide technical guidance and handoff support to MCH but will not perform subsequent implementation work. Questions are due September 30, 2026, at 5:00 PM Central Time, with proposals due October 19, 2026, at 2:00 PM Central Time. MCH anticipates an Intent to Award by November 2, 2026, contract execution by November 9, 2026, and Notice to Proceed by November 10, 2026.

MCH does not disclose a budget ceiling in the revised solicitation; respondents must price advisory work based on their proposed approach, level of effort, and deliverables, with MCH conducting independent cost and price-reasonableness analysis. A critical eligibility restriction prohibits the awarded Procurement No. 2 consultant from competing for or being awarded any subsequent implementation contract or implementation services funded by these grants, a measure MCH states preserves procurement integrity and prevents unfair competitive advantage. The consultant is expressly prohibited from providing architectural or engineering services, preparing stamped or sealed drawings, supervising construction, committing MCH funds, executing purchase orders, placing orders, or taking title to grant-funded property. All charges must remain allowable, allocable, documented, and consistent with applicable grant scope and budgets. Respondents must acknowledge receipt of Addendum No. 1 in their proposals and must disclose any ownership interest, commission, rebate, referral fee, dealer relationship, or other financial relationship with proposed vendors or manufacturers.

IMPORTANT - THIS ADDENDUM MATERIALLY REVISES PROCUREMENT NO. 2

This Addendum is incorporated into and made part of Procurement No. 2. The revised solicitation terms described below supersede conflicting language in the RFP issued September 11, 2026.

Prospective proposers must review this Addendum before preparing a response and must acknowledge receipt in their proposal.

1. Purpose and Effect

Following compliance review, MCH is revising Procurement No. 2 to more clearly define the advisory nature of the services, establish the boundary between this engagement and later implementation activities, and provide advance notice of the effect of this award on eligibility for subsequent implementation work.

Except as expressly revised by this Addendum, the solicitation schedule and other provisions of the original RFP remain in effect. If this Addendum conflicts with the original RFP, this Addendum controls.

2. Revised Solicitation Title and Purpose The solicitation title is revised to:

Trauma-Informed Spatial and Sensory Assessment, Design & Furniture, Fixtures, and Equipment (FF&E) Advisory Services

Procurement No. 2 is limited to trauma-informed spatial/sensory assessment, non-A/E interior/spatial design, FF&E recommendations/specifications, and FF&E purchasing advisory support. The selected consultant may provide technical guidance and handoff support to MCH and a separately procured implementation vendor, but will not perform or be awarded subsequent implementation, purchasing, delivery, placement, or other services under these grants.

3. Eligibility for Future Implementation Services

Firms considering this solicitation should be aware that MCH intends to separately solicit subsequent implementation services related to the recommendations and deliverables developed under this contract. The entity awarded Procurement No. 2 will not be eligible to compete for or be awarded the subsequent implementation contract or other subsequent implementation services under these grants. Firms should therefore consider whether they wish to pursue this assessment, design, and advisory engagement or preserve their eligibility to pursue the future implementation opportunity before submitting a proposal.

This restriction is stated in advance to preserve procurement integrity and avoid an unfair competitive advantage arising from the consultant’s role in developing recommendations, concepts, or specifications. The Procurement No. 2 consultant may provide limited technical clarification or advisory handoff support when requested by MCH, but may not perform the subsequent implementation work.

4. Revised Scope of Services

Section 3, Requested Services, is revised to include the following advisory workstreams:

Discovery, stakeholder engagement, and existing-conditions review across the four CDBG-CV projects and designated spaces.

Trauma-informed spatial and sensory assessment, including identification of sensory triggers/supports, stressors, safety and dignity concerns, wayfinding/orientation issues, privacy considerations, stimulation patterns, and operational conditions.

Non-A/E trauma-informed interior/spatial design concepts, including furniture layouts, zoning/placement concepts, color/finish recommendations, sensory-support concepts, and wayfinding concepts.

FF&E recommendations, objective/performance-based specifications, item-level schedules, quantities, locations, estimated costs, lead times, warranties, vendor/source information, and approved-equivalent criteria.

FF&E purchasing advisory support, including market research, vendor/source identification, quote/specification comparisons, substitution review, and technical questions needed for MCH to conduct compliant procurement.

Written technical handoff of accepted assessment findings, design concepts, FF&E recommendations/specifications, priorities, sequencing considerations, and procurement-related technical information for MCH and any separately procured implementation vendor.

5. Scope Boundary and MCH Procurement Authority For purposes of Procurement No. 2, “design” means trauma-informed interior/spatial design, non- A/E spatial planning, FF&E design/selection, sensory-space recommendations, finishes/color recommendations, furniture layouts, and technical handoff/advisory coordination. It does not mean architectural or engineering design.

The consultant shall not provide architectural or engineering services; prepare stamped/sealed drawings, permit documents, construction documents, or code certifications; design building systems; supervise construction; or perform structural work.

Methodist Children's Homes of Mississippi, Inc. | CDBG-CV Procurement No. 2 | Addendum No. 1 | Page 3

MCH retains final approval and procurement authority for all CDBG-CV-funded purchases and subsequent implementation activities.

The consultant shall not commit MCH funds, execute purchase orders, select a vendor on MCH’s behalf, place orders, perform implementation, or take title to or control grant-funded property.

No grant-funded FF&E may be ordered under the Procurement No. 2 contract. Resulting purchases and implementation activities will be separately authorized and procured by MCH as applicable.

Any ownership interest, commission, rebate, referral fee, dealer relationship, incentive, or other financial relationship with a proposed vendor or manufacturer must be disclosed in writing before MCH acts on the recommendation.

6. Grants Covered The revised advisory scope may support all four MCH CDBG-CV projects as authorized by MCH. The prior designation of Grants 2-4 as “Not directly charged” should not be interpreted as excluding those projects from assessment, design, FF&E advisory coordination, or technical handoff activities authorized under the final contract. All charges must remain allowable, allocable, documented, and consistent with the applicable grant scope and budget.

Grant Project Relationship to Revised Scope

1137-25-952-CV-01 - Mental Health Clinic Refurnishing with Trauma-Informed Design

Primary assessment/design and FF&E advisory relationship as authorized

2 1137-25-952-CV-02 - Therapeutic Residential Facilities Revitalization Assessment/design and FF&E advisory coordination as authorized

3 1137-25-952-CV-03 - Trauma-Informed Healing Arts Program Assessment/design and FF&E advisory coordination as authorized

4 1137-25-952-CV-04 - Trauma-Informed Transitional Living Program Assessment/design and FF&E advisory coordination as authorized

7. Pricing and Budget Disclosure

The statement in Section 4 of the original RFP that “Grant 1 identifies $18,000 for trauma-informed consulting” is deleted and shall not be used as a proposal pricing ceiling or target. MCH does not disclose an available project budget in the revised solicitation. Respondents should price the advisory work based on their proposed approach, level of effort, and deliverables. MCH will use its independent cost estimate and applicable cost/price analysis procedures to evaluate price reasonableness.

8. Evaluation and Proposal Content Proposals should address the revised scope, including the respondent’s trauma-informed spatial/sensory assessment approach, non-A/E interior/spatial design capability, FF&E specification

Methodist Children's Homes of Mississippi, Inc. | CDBG-CV Procurement No. 2 | Addendum No. 1 | Page 4 and purchasing-advisory approach, technical handoff methodology, procurement-integrity controls, conflicts/vendor relationships, schedule/capacity, and price. The procurement schedule remains unchanged by this Addendum unless MCH issues a later written addendum:
