About this opportunity

Greene County Board of Supervisors in Leakesville, Mississippi is requesting qualifications from Energy Services Companies (ESCOs) to provide comprehensive energy management and performance contracting services for county-owned or managed facilities, with proposals due September 3, 2026 at 9:00 a.m. CDT. The selected ESCO must hold MDA Energy Division approval, a gating eligibility requirement.

The scope encompasses designing and implementing infrastructure improvements using proven, commercially available technologies; delivering guaranteed cost coverage through performance enhancements and utility cost reductions; providing personnel training on installed systems; and assisting with financing mechanisms. All conservation measures and infrastructure enhancements must be verifiable. The selected contractor's contract term shall not exceed twenty years and must include provisions for measuring and verifying guaranteed savings.

Proposals are limited to 100 pages with minimum 11-point font and must include six printed copies and one electronic USB copy. Required content includes firm profile and financial stability documentation, three Mississippi performance-based contracting references, pertinent team member resumes, a sample project cash flow from a recent similar project, and disclosure of any ESPC customers with pending lawsuits or litigation regarding savings guarantees.

Evaluation uses five weighted categories: Company Qualifications and Experience (20 points), Project Team and Personnel (10 points), Self-Performance Capability and Approach (30 points), Technical Approach and Methodology (10 points), and Financial Capability and Project Management (10 points). The County will award to the firm deemed best qualified overall and best fit based on qualifications, experience, financial stability, and financing options.

Site visits are not required prior to submission; facility information may be requested via email. The RFQ does not commit the County to pay for proposal preparation costs. A restricted-period blackout prohibits prospective firms from contacting anyone except the designated contact, Kristin Mott, Purchasing Clerk, during procurement. RFQ approval is targeted for September 8, 2026.
