About this opportunity
The Texas Workforce Commission (TWC) is soliciting sealed bids through an Invitation for Bids (IFB #3202600160) for gate renovation and access control improvements at the Martin Luther King warehouse facility to address existing safety and security deficiencies. The project scope includes four primary deliverables: conversion of an existing slide gate to a V-track system with new guide rollers, power wheels, steel V-track, and concrete mow-strip with reinforcement; installation of a Trilogy DL2700 alarm lock on an existing personnel gate with custom hand guard; installation of a new Liftmaster CSL24UL motorized gate operator with associated safety features, wireless and wired control components, loop detectors, gooseneck pedestal, and external antenna; and electrical infrastructure work consisting of 30 feet of asphalt saw cutting and patching, 75 feet of trenching with backfill, 75 feet of electrical conduit with wiring and breaker installation, and 75 feet of communications conduit with pull string from the building to the operator and pedestal. Bidders must submit pricing for all line items plus delivery, setup, installation, and other associated fees on the required Cost Sheet (Form 2), with all pricing to be considered all-inclusive with no additional costs reimbursable by TWC. Evaluation criteria include the bidder's ability to meet requirements and specifications, capability to meet performance delivery requirements, total cost, submission of complete financial documents, and demonstration of financial solvency and adequate capitalization; TWC reserves the right to award based on best value rather than lowest price alone. Required submission documents include Form 1 (Execution of Bid), Form 2 (Cost Sheet), Form 3 (Financial Questionnaire), and the TWC Substitute W-9 and Direct Deposit Form. Key dates include a pre-solicitation conference on February 23, 2026, at 2:00 PM Central Time; a written questions deadline of February 27, 2026, at 5:00 PM Central Time with responses posted by March 3, 2026; site visits permitted between February 19 and March 6, 2026, by advance approval; and a bid submission deadline of March 12, 2026, at 10:00 AM Central Time through the TWC Procurement Portal. The anticipated contract start date is April 2026, with an initial term expiring August 31, 2026, and bids are binding for ninety days after the submission deadline.
The solicitation does not specify set-aside designations for disadvantaged enterprises; however, the Bid Execution Form indicates that qualifying bidders may claim various preference categories including Texas resident service-disabled veteran ownership, Texas-produced goods and services, recycled or environmentally sensitive materials, and energy-efficient products. No incumbent vendors or current contractors are identified in the solicitation documents, nor is there reference to existing infrastructure requiring integration beyond the specifications for the new Liftmaster CSL24UL operator and Trilogy alarm lock systems to be installed. All bidders must comply with standard TWC certifications and representations including E-Verify compliance, non-debarment status, non-discrimination compliance, and drug-free workplace certification, as well as carry required insurance coverage including Workers Compensation at statutory limits, Commercial General Liability with minimum occurrence limits of $1,000,000 and aggregate limits of $2,000,000, and Employers Liability coverage. The solicitation does not disclose an estimated contract value or budget range. TWC intends to award one contract as a result of this solicitation, with liquidated damages of $500 per day assessed for non-performance or breach of contract obligations, and the contract may be terminated by TWC for cause immediately or for convenience with 30 days' written notice.
