About this opportunity

The City of Philadelphia is soliciting bids for three color laser all-in-one printers under a micro purchase, with bids due August 14, 2026. The procurement will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder.

Vendors must quote all items to be eligible for award consideration and must submit item specifications with their bids. No delivery or services may commence until formal notification from the City department.

The maximum micro purchase amount is $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U, rounded to the nearest $1,000. The contract term is 365 days from the effective date in PHLContracts, with automatic termination thereafter and no renewal options. All quotations must be submitted electronically through PHLContracts, with quotes remaining valid for 60 days from submission or throughout the contract term for requirements contracts. Pricing must remain firm for the holding period specified in the contract opportunity.

All prices quoted must be net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Payment is made via electronic deposit only after delivery, City approval, invoice submission, and completion of electronic payment enrollment forms. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and accept individual line items without accepting all items.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit if applicable. All sellers must comply with City nondiscrimination requirements, ethics laws, and applicable federal, state, and local regulations and may not be party to more than one quote for the same products or services. The City reserves the right to withhold or offset payments for tax indebtedness or terminate for default.

The City has provided an optional LGBTQ Applicant Data Form to collect voluntary demographic information; submission does not affect bid eligibility or award decisions.
