About this opportunity
Macon-Bibb County is soliciting responses to RFP 27-018-LH for a cognitive behavioral therapy program serving up to 32 youths referred by its Juvenile Court, with responses due November 19, 2026 at 12:00 p.m. The County reserves local preference rights to award to county businesses within 5 percent of the lowest responsive and responsible bid. Minority, women-owned, and disadvantaged business enterprises are encouraged to participate, and respondents are encouraged to use M/W/DBE sub-consultants where possible.
The program targets low to moderately at-risk youth charged as Children in Need of Services for habitually unruly, ungovernable, or runaway behavior. Services include individual therapy (2 to 4 hours per month), family therapy (2 hours per week), and parenting therapy (12 weeks at 1 hour per week, minimum 4 hours per month), over a program duration of 3 to 6 months. Respondents must demonstrate 5 to 10 years of CBT experience, hold a Georgia business license, and show financial and legal stability. Insurance requires workers' compensation (statutory), errors and omissions ($1,000,000), and general liability ($1,000,000) from A-rated or better insurers licensed in Georgia, with the County named as additional insured. Attachment A requires nine documents, including a bidder qualification form, subcontractor list, minority participation goal form, E-Verify affidavit, and Form W-9. Quarterly subcontractor and supplier participation reports are required, with payment withholding for non-compliance.
Pricing uses the provided cost form with unit rates per hour for individual, family, and parenting therapy. Evaluation allocates Experience 35 points, Project Approach 20 points, Project Timeline 20 points, and Price 25 points, with up to 10 additional points from interviews or oral presentations for highest-scoring finalists. Proposals are limited to 20 pages with labeled tabs and must be submitted as the original plus five copies and a flash drive to the Procurement Department at 700 Poplar Street, Suite 308, Macon, Georgia. Submissions cannot be withdrawn for 120 days after the deadline. Questions are due by email to lhardwick@maconbibb.us by 3:00 p.m. on November 6, 2026. Firm names will be publicly read at 2:00 p.m. on November 19, 2026, in the Board of Commissioners Conference Room.
