About this opportunity

Detroit Public Schools Community District (DPSCD) is soliciting proposals under RFP 27-0052 for FMP Series 6 roof replacement at Cass Technical High School, Clippert Academy, Priest Elementary-Middle School, and Emerson Elementary-Middle School, with written questions due November 3, 2026 and proposals due November 13, 2026 at 12:00 p.m. A mandatory walkthrough is scheduled for October 30, 2026, with sequential site visits from 10:00 a.m. at Cass Tech to 2:30 p.m. at Emerson. Contractors are encouraged to participate in Diversified Business Enterprise programs serving minority, women, veteran, and small businesses.

Work at all four Detroit buildings includes complete removal of existing roof systems down to the structural deck, inspection and repair of decking and perimeter wood blocking as the owner determines, insulation with cover board, and new roofing. Most areas receive a fully-adhered, nominal 60-mil EPDM system from acceptable manufacturers Carlisle, Johns Manville, or Elevate (Firestone). Clippert Section A and Priest roof areas S and T receive asphalt shingle systems. Alternates include a 20-year "total system warranty" and, at Clippert, complete refastening of structural decks.

Bidders submit a lump-sum fixed fee for each building, unit prices for wood blocking, sheathing, decking, drains, and miscellaneous components, and billable hourly rates for additional services DPSCD requests. DPSCD may award to one or multiple vendors. The proposal includes an Owner-controlled allowance of $20,000 per building and an Owner-controlled AHJ permitting allowance of $160,000 per building. Attachment L's inspection report estimates full Emerson roof replacement construction at $675,000. Proposals are irrevocable for the period defined in the RFP, and the authorized representative must certify the submission under oath with notarization.

Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, business auto liability of $1,000,000, umbrella coverage of $2,000,000, and workers' compensation. The Cass Tech and Emerson manuals require a five-year guarantee, while the Priest manual specifies two years. Liquidated damages are $1,000 per working day for delays past the completion date at Cass Tech. The Wayne County prevailing wage schedule, effective November 2025, applies to all workers on the project.
