About this opportunity
Detroit Public Schools Community District is soliciting bids under RFP 27-0052 for FMP Series 6 roof replacement at Cass Technical High School, Emerson Elementary-Middle School, Priest Elementary-Middle School, and Clippert Academy, with a pre-bid conference on October 28, 2026 and electronic proposals due November 13, 2026 at 12 p.m. A mandatory site walkthrough is scheduled for October 29, 2026, and written questions are due November 3, 2026 at 12 p.m. The contract is subject to Michigan prevailing wage requirements. The Emerson project manual states that the contract incorporates DBE (Diversified Business Enterprise) participation encouragement.
Scope covers total roof replacement of all identified areas at the four buildings, pre- and post-construction roof drain testing, and coordination with concurrent solar photovoltaic system removal, storage, and reinstallation at Cass Technical. Most areas call for a fully-adhered, nominal 60-mil EPDM system from an acceptable manufacturer of Carlisle, Johns Manville, or Elevate (Firestone). Clippert Area A and Priest Areas S and T call for asphalt shingle systems. Clippert requires a manufacturer's letter confirming approved applicator status and at least five years of experience installing the specified system. Contractors must assume asbestos-containing material exists and provide unit costs for flashing, roofing adhesive, and caulk should testing indicate otherwise. Alternate pricing covers a 20-year total system warranty and, at Clippert, a 16-ounce copper standing seam roof for Area B.
Pricing is a fixed lump-sum fee per building plus unit prices, all-inclusive of labor, materials, equipment, and transportation. The base bid must include a $20,000 owner-controlled allowance and a $160,000 permitting allowance per building. Bid bonds equal 5% of the total bid amount, and performance and payment bonds each equal 100% of the bid amount upon award. Required insurance includes commercial general liability of $2,000,000 per occurrence and $4,000,000 aggregate, professional liability of $2,000,000 per occurrence and $4,000,000 aggregate, and umbrella liability of $5,000,000. Inspection reports estimate construction costs of $2.482 million at Cass Technical, $815,500 at Priest, $685,000 at Emerson (including $10,000 of preventative maintenance), and $458,000 at Clippert. Work must be completed between June 1 and August 13, 2027. The district reserves the right to award separate contracts for each building.
