About this opportunity

The City of Commerce, Georgia, is requesting proposals for renovation of the concession stand and related public support areas at American Veterans Memorial Park, with proposals due October 30, 2026, and mandatory pre-proposal site attendance required October 15, 2026.

The scope encompasses demolition and reconstruction of the serving counter with stainless steel worktables, installation of operable service windows, washable wall and ceiling finishes, concrete floor refinishing or epoxy coating, commercial wash sink installation, electrical upgrades with dedicated circuits and LED lighting, HVAC evaluation and installation (mini-split or comparable system per Addendum 1), support and storage room renovation, restroom repairs and upgrades, and mechanical/electrical/plumbing room organization and repairs. The contractor must provide all labor, materials, equipment, supervision, permitting assistance, construction, cleanup, and project closeout. The contract period may not exceed 180 days from notice to proceed. Contractors must be licensed and insured with Georgia-compliant Workers' Compensation coverage and $1 million general liability per incident; experience in recreational facilities is preferred. The Georgia Security and Immigration Compliance Act and EVerify participation are mandatory.

The project may be partially or wholly funded through State and Local Fiscal Recovery Funds (SLFRF), and all applicable federal procurement and labor standards apply. Proposals must include lump-sum pricing with itemized cost breakdowns optional. Proposals require a bid bond equal to at least 5% of the proposed amount; the successful contractor must furnish a faithful Performance Bond and Labor and Material Payment Bond each equal to 100% of the contract amount. Liquidated damages are assessed at $1,500 per day for completion delays.

Evaluation allocates 50 points to cost, 20 points to proposal completeness and presentation, and 10 points each to project understanding, timeline completion capability, and quality of similar previous projects. Questions are due October 23, 2026, at 2:00 PM. City Council is expected to award the contract at the December 21, 2026 meeting. Addendum 1 requires contractors to sign and return confirmation with the proposal; failure to do so may render the proposal non-responsive.
