About this opportunity

The City of Fredericksburg, Virginia is requesting proposals for professional transportation engineering services to conduct a Courtland Drive Connector Study under RFP 27-0013, with proposals due September 8, 2026 at 2:00 p.m. ET. A 12% Disadvantaged Business Enterprise goal applies and is satisfiable by DBE-certified firms only, including the prime consultant if certified; offerors unable to meet the goal must submit Form C-49 PSC DBE Good Faith Efforts Documentation.

The scope encompasses assessment, impacts, and planning-level concepts and cost estimates for a new multi-modal east-west connection linking Courtland Drive and Learning Lane in the southern portion of the city. Key deliverables include capacity analysis with turning movement counts during school drop-off and pick-up periods (due 60 days after Notice to Proceed), alternatives analysis and conceptual design, pedestrian and bicycle facility design, traffic calming evaluations, intersection improvement concepts, complete streets conversion analysis, and public outreach strategy with at least one community meeting. The conceptual plan must be structured to support Safe Routes to School grant applications and subsequent federally funded design and construction phases. Work products become the exclusive property of the City upon completion.

The estimated project budget is $100,000. The contract term is one year from the date of award, with specific task delivery schedules ranging from 60 to 120 days after Notice to Proceed. Professional liability insurance of $1,000,000 per wrongful act and $2,000,000 annual aggregate is mandatory. Offerors must be authorized to conduct business in Virginia and maintain professional licensing, drug-free workplace certification, and non-discrimination compliance.

Proposal evaluation is weighted as Methodology (40 points), Qualifications and Experience (25 points), Management Approach (25 points), and References (10 points). Proposals must not exceed 50 typed pages. An optional pre-proposal meeting was held August 17, 2026; written questions were due August 19, 2026. The City anticipates award in late November 2026. The City may conduct negotiations with the highest-ranked offeror or award to multiple offerors if deemed advantageous.
