About this file

This is a Questions and Answers document from the City of Fredericksburg, Virginia regarding RFP 27-0013 for a Courtland Drive Connector Study. The City seeks qualified professional engineering firms to provide transportation engineering services for assessing a new multi-modal east-west connection linking Courtland Drive and Learning Lane. The project involves three primary tasks: a capacity analysis with turning movement counts during school drop-off and pick-up periods (due 60 days after Notice to Proceed), development of alternatives analysis and conceptual design, and public outreach strategy with at least one community meeting. Proposals must not exceed 50 typed pages, excluding the RFP signature page, cover pages, tabs, and required forms. Offerors shall submit three project references in Tab 4, with key personnel resumes in Tab 3 only. The submission deadline has been extended to September 8, 2026, with interviews anticipated approximately two to four weeks after submission. The City anticipates award in late November 2026, with all deliverable milestones measured from the Notice to Proceed date. The contract will be a single award to one consultant team, though the City may conduct ranked negotiations if initial contract terms are not mutually acceptable.

The estimated project budget is $100,000, with no separate cost or pricing submission required beyond inclusion in the overall proposal. A 12% Disadvantaged Business Enterprise (DBE) goal applies, satisfiable by DBE-certified firms only, including the prime consultant if certified. All proposals must be submitted electronically to the Procurement Manager, copying the Procurement Specialist, with a maximum email attachment size of 76 MB. The City will provide available traffic data, five years of crash data, GIS data, and as-built plans to the selected offeror. Professional liability insurance of $1,000,000 per wrongful act and $2,000,000 annual aggregate is required for all contractors and subcontractors. The City will host and advertise the public meeting and will prepare and submit the Safe Routes to School application using the offeror's supporting materials. Subsequent design and construction phases are anticipated to be federally funded, and the conceptual plan should be structured accordingly. Form C-49 for DBE Good Faith Efforts Documentation will be provided as Attachment E in an amendment to the solicitation.

Question #QuestionsCity of Fredericksburg's Response
Could you please clarify whether the 12% DBE goal can be satisfied by DBE-certified firms only, or if SWaM-certified firms also count toward the goal?DBE-certified firms only. You can be both, but DBE certification is required for this procurement.
The RFP states that the signature form and the complete RFP are excluded from the 50-page limit. Could you please clarify whether proposal cover pages and section divider/tab pages are also excluded from the page count, or if they are included within the 50-page limit? They are excluded from the page count.
What is this project's budget?Estimated funding of $100,000
Can the City provide guidance on direct expenses??
Are the forms required for only the prime consultant or do subconsultants also need to complete them for the submission?Subcontractors are not required to complete the forms but as per "4. Contractor/Subcontractor License Requirement" on page 23 "By their signature on this solicitation,

Offerors certify and warrant that their firm, and any individual employees and/or subcontractor(s) is/are properly certified and/or licensed by the appropriate federal, state, or other regulatory authorities to provide all goods/services specified or fulfill the requirements delineated herein"

On Page 20 of the RFP, Section C. in Tab 4: References it states: ”Offeror shall identify up to three (3) projects ongoing or completed…” and later in the paragraph it says “ If the Offeror submits more than four references, only the first four references will be evaluated.” Are we required to include three (3) or four (4) references??
In Section A on page 18 it states that "The entire RFP, with signature page, must be included." Can you confirm that it is asking to include the entire 34 page RFP when it asks for the entire RFP?Yes it is asking for the entire RFP.
if the prime is a DBE firm, can the 12% goal be satisfied by the prime??
Section IV, Page 21: Section IV states that multiple Offerors may be selected and references the possibility of multiple awards. Please confirm that the City intends to award a single contract to one consultant team for the Courtland Drive Connector Study.?
On page 20, ‘Tab 3: Qualifications and Experience’ requires we provide resumes of key personnel. ‘Tab 6: Management Approach’ also requires we provide key personnel resumes. Is it required to include key personnel resumes twice within two different Tabs??
The cover page identifies this solicitation as RFP 260030. The question submission format in Section III.1.C references RFP No. 27-0013. Which number is controlling for the proposal, the email subject line, and all submitted documents?
The cover page directs that the proposal be submitted to the Procurement Manager. Section III.1.A directs that an electronic copy be submitted to both the Procurement Manager and the Procurement Specialist. Should proposals be sent to both addresses, and is there a maximum email or attachment size the City can receive?
The cover page states that the Offeror shall submit an electronic copy. Section III.1.A states that the Offeror shall submit either an electronic copy or a hard copy and electronic copy. Is an electronic submission alone sufficient?
Has the City previously conducted public engagement with residents along Courtland Drive, Hillcrest Drive, or Learning Lane specific to the proposed connector — whether during the FXBG Forward! Area 10 Small Area Plan process, City Council Priority discussions, or any subsequent City effort? If so, would the City please provide a summary of the prior engagement conducted, any documented community feedback received, and any known areas of resident support or concern the Offeror should account for when developing the Task 3 public outreach strategy and community meeting materials?
Has the City had preliminary coordination with Fredericksburg City Public Schools regarding potential use of, easement across, or acquisition of any portion of the Learning Campus (Lafayette Elementary School and Gladys West Elementary School) to accommodate the new east-west connector or its associated shared-use path? If so, would the City please share FCPS's current position and any known constraints so the Offeror can accurately reflect available and unavailable alignment options within the Task 2 alternatives analysis?
Tab 4 states that the Offeror shall identify up to three (3) projects, then states that the Offeror shall not submit more than four references and that only the first four will be evaluated. Attachment A requires a listing of at least four (4) current or recent accounts. How many references does the City wish to receive, and may the same projects be used to satisfy both Tab 4 and Attachment A?
Section II.2.9 states that the selected Offeror will be required to submit "Attachment B - Form C-49 - DBE Good Faith Efforts Documentation." Attachment B in the solicitation package is the State Corporation Commission Form. Will the City issue Form C-49, and is it required with the proposal or only from the selected Offeror?
Section I.II references the Area 10 Small Area Plan as Attachment F, and Task 2 directs Offerors to the conceptual typical section at page 2(10)-14 of that plan. Section VI lists Attachments A through D only. Will Attachment F, and any other attachments beyond A through D, be issued by addendum, or should Offerors rely on the adopted plan as published on the City website?
Section III.2.A.d states that the entire proposal response shall not exceed fifty (50) typed pages, that the entire RFP with signature page must be included, and that the RFP with signature page does not count against the limit. Does the City require all pages of the solicitation to be returned within the proposal, and do the cover, table of contents, tab dividers, and Attachments A, B, C and D fall outside the 50-page count?
Does the 12-point minimum font requirement apply also to text within tables, figure labels, callouts, and graphic visuals, or body narrative text only?
If a proposal contains no proprietary information, does the City still wish to receive Attachment C marked accordingly, and is a separate redacted copy required in that circumstance?
Does the City anticipate conducting oral presentations or the repetitive informal interviews described in Section IV.2, and if so, in what approximate timeframe?
The solicitation does not identify a cost or pricing submission. Should Offerors submit any cost, fee schedule, or hourly rate information with the proposal. Has the City established a budget or funding amount for this study?
All deliverable milestones are measured from Notice to Proceed. What are the City’s anticipated award and Notice to Proceed dates?
Section II.1.O requires the Contractor and any subcontractors to maintain Professional Liability coverage of $1,000,000 per wrongful act and $2,000,000 annual aggregate. Does this requirement apply to all subconsultants regardless of the value or scope of their subcontract, or will the City consider limits scaled to the subconsultant’s participation?
Task 1 directs a capacity analysis for future conditions of "2026 year + 20 years." Task 2 directs analysis of future conditions for 2030. Which design year governs, and does the City wish to see both an opening-year and a twenty-year horizon analyzed?
What existing traffic data does the City hold for the study area - turning movement counts, pedestrian and bicycle counts, speed, average daily traffic or vehicle classification data - and will that data be made available to the selected Offeror?
What crash data source and time period does the City wish the accident history analysis to draw on, and will the City provide police crash records for the study area?
What records does the City hold for right-of-way, utilities, topography and environmental constraints in the study area, including GIS data and as-built plans for Learning Lane and the Learning Campus?
Are the signals at Lafayette Boulevard at Courtland Drive / Hillcrest Drive and at U.S. Route 1 at Learning Lane City-maintained or VDOT-maintained, and which agency approves timing modifications? Will existing timing sheets and controller data be provided?
Task 1 requires turning movement counts during school drop-off and pick-up periods and is due 60 days after Notice to Proceed. Does the City require that counts be collected while Fredericksburg City Public Schools are in session, and will the City accept a Task 1 schedule adjusted to the school calendar if Notice to Proceed falls near a school break?
The Task 1 title refers to a parking analysis, while the body addresses loading and unloading at Lafayette Boulevard and Courtland Drive, and on-street parking impacts are addressed under Task 2. What scope of parking analysis does the City expect under Task 1?
The background references Transportation Projects Database entries S7, I14, I18 and SUP22. Will the City provide the database entries and any prior studies or concept work associated with them?
Does the City have a preferred connector corridor or any alignment previously discussed with property owners or the public, and are there City-owned parcels within the potential alignment?
Task 2 directs that street features prioritize local traffic and pedestrian safety "using local road standards." Should the conceptual design follow City local street standards, VDOT standards, or both where they differ?
Task 3 requires attendance at at least one (1) public community meeting. Does the City anticipate more than one meeting, and will the City host and advertise the meeting, or does it expect the Offeror to arrange the venue and notifications?
Will the City facilitate coordination with Fredericksburg City Public Schools, and who is the point of contact for school operations, bell times, and bus routing?
Has the City had prior discussions with Spotsylvania County regarding this connector or the Pender Street connection, and is there an established point of contact for the County’s Planning and Transportation departments?
Which Safe Routes to School application cycle is the City targeting, and by what date does the City need the application materials in order to meet that cycle?
Does the City intend to prepare and submit the Safe Routes to School application itself using the Offeror’s supporting materials, or does it expect the Offeror to draft the application narrative for City signature?
Attachment D indicates that federal financial assistance may be used to fund the contract, and Section II.2.9 applies VDOT DBE policy to this procurement. Does the City anticipate that subsequent design and construction phases will be federally funded, and should the conceptual plan and planning-level cost estimate be structured to support that delivery model?
Section II.2.7 assigns ownership of all materials prepared under the contract to the City. What native file formats does the City wish to receive for models, GIS data, CAD files and cost estimates, and are there City CAD or GIS standards the deliverables should conform to?
Can the City please clarify whether the cover, tabs, required forms, and table of contents count towards the 50-page limit?
The RFP states on page 18 that the full RFP is required to be submitted with the proposal, while page 19 specifies that Tab 1 should include the executed first page of the RFP and all attachments. Should Tab 1 include the full RFP with the appropriate attachments filled out?
Key personnel resumes are requested in both Tab 3 and Tab 5. Can the City confirm which section these resumes should be included in?
Tab 4 states that Offerors should include up to three projects but no more than four references. Can the City please confirm that this means Offerors should include three projects in the Tab 4 narrative, and include four references on Attachment A: Vendor Data Sheet?
The RFP references Attachment B – Form C-49; however, Attachment B included in the RFP is the State Corporation Commission Form and no Form C-49 appears to be included.
Would the city consider extending the submittal due date to September 8 to allow offerors time to incorporate changes from the addendum?
On Page 7 of the RFP, it states that the "Offeror shall provide a draft schedule as part of its proposal." Could you please clarify which tab of the proposal this draft schedule should be included under?
On Page 15 of the RFP, it states: "The DBE contract goal for this procurement is 12%. The selected Offeror will be required to submit Attachment B – Form C-49, DBE Good Faith Efforts Documentation." However, Attachment B does not appear to be included in the RFP documents.
