About this opportunity
The California Department of Veterans Affairs (CalVet) has issued RFI 26YS0057 to gather information from qualified firms capable of designing, engineering, permitting, and installing a campus-wide fire alarm monitoring system upgrade at the Veterans Home of California–Yountville, with RFI responses due July 31, 2026. This is a planning instrument only and does not constitute a solicitation or obligate the State to award a contract.
The scope encompasses replacement and modernization of the existing campus-wide fire alarm monitoring network, including relocation of the central monitoring station, replacement of underground communication infrastructure, and associated design, engineering, permitting, installation, testing, and commissioning services. The awardee must maintain continuous fire alarm monitoring during construction. The facility is located at 100 California Drive, Yountville, California.
CalVet seeks narrative responses addressing company experience with campus-wide fire alarm systems, government agency work experience, technical approach recommendations, system migration and continuity-of-operations strategies, design and regulatory requirements, licensing and qualifications, project delivery methods, scheduling considerations, and lessons learned from similar projects. Responses must be submitted electronically in searchable PDF format to Mohammad.Sharif@calvet.ca.gov using a specified subject line format. CalVet will not reimburse vendors for responding, and responses will not be scored or evaluated. Responses are subject to disclosure under the California Public Records Act.
An optional site visit is scheduled for July 14, 2026, at 2:00 p.m. at the facility. Written questions are due July 17, 2026, with CalVet issuing responses by July 24, 2026. Participation in this RFI is voluntary and does not constitute a prerequisite for or provide competitive advantage in any future solicitation. The RFI includes State General Terms and Conditions (GTC 02/2025) covering standard provisions including audit rights, indemnification, non-discrimination, child support compliance for contracts exceeding $100,000, and generative AI disclosure obligations.
