About this opportunity
The California Military Department is soliciting bids under IFB 133896 for complete fire alarm system replacement at Camp San Luis Obispo, with a mandatory pre-bid job walk on November 3, 2026 at 11:00 a.m. Bidders who do not attend, or who do not remain for the entire walk, may be deemed non-responsive. The prime contractor must hold a current California C-10 Electrical Contractor license and be registered with the California Department of Industrial Relations.
The five percent Disabled Veteran Business Enterprise participation goal is required, and a separate DVBE Incentive Program offers up to a 5% evaluation incentive based on verified DVBE subcontractor participation. A five percent Small Business preference is available to certified small businesses, and to non-small businesses that commit to subcontract at least 25% of net bid price to certified small businesses. The prime must self-perform at least 20% of the work.
The scope covers one complete replacement system for each of four buildings (618, 738, 854, and 872), totaling approximately 30,642 square feet. The work requires one addressable fire alarm control panel per building, replacement of all initiating devices and interface modules, and evaluation and reuse of compliant notification appliances where applicable. Systems must connect to the existing base-wide Notifier network. The contractor also handles required approvals, installation and programming, acceptance testing, personnel training, and closeout documentation. Work must comply with California prevailing wage rates, and the contractor has 180 calendar days to complete it.
For bids exceeding $24,999.99, a 10% bid bond is required. A 100% performance bond is required if progress payments will be made, and a 100% payment bond is required if public works labor costs exceed $24,999.99. Award goes to the lowest responsive responsible bidder, and the state may require a bid verification meeting before award.
Written questions go to Robert Hawkins at Robert.Hawkins@cmd.ca.gov by 5:00 p.m. on November 10, 2026. Bids are due by email to PWC@cmd.ca.gov by 2:00 p.m. on December 1, 2026, with the subject line referencing IFB No. 133896 and the contractor's business name, and the public bid opening follows at 2:15 p.m. the same day. Any addendum will issue before the bid submission deadline.
