About this opportunity

The California Department of Veterans Affairs is requesting bids on bus rental services for the Yountville Veterans Home under IFB 26YS0050, with bids due June 18, 2026. Addendum 1, issued June 4, 2026, removed restrictions on subcontractor use, permitting contractors to engage subcontractors for service delivery.

A Disabled Veterans Business Enterprise (DVBE) participation goal of 5 percent applies. Bidders committing California-certified DVBE participation receive a bid incentive adjustment of three to five percent, capped at five percent or one hundred thousand dollars, whichever is less. Ten thousand dollars will be withheld from final payment until DVBE certification requirements are met.

The contractor shall provide wheelchair-accessible buses (27-passenger and 56-passenger configurations with restroom facilities), qualified drivers, dispatch coordination, fuel, maintenance, insurance, permits, and all labor necessary to comply with Americans with Disabilities Act (ADA) requirements and applicable federal, state, and local regulations. Services operate seven days per week, including holidays, with a mandatory 95 percent on-time performance requirement for scheduled pickups. Drivers must hold valid California Class B licenses and current Commercial General Liability (minimum $1 million) and Automobile Liability (minimum $1 million) insurance.

Compensation is structured as all-inclusive hourly rates established in Exhibit B-1, with nine line items (A through I) differentiated by vehicle type and population served (Residential Care Facility for the Elderly and Licensed Care populations). Line items specify trip durations (seven to nine hours) and estimated scheduled assignments (5 to 18 trips depending on the item). All-inclusive rates must cover labor, supervision, dispatching, fuel, mileage, transportation, insurance, permits, licenses, vehicle operating costs, wheelchair assistance, maintenance, overhead, and profit. No additional charges are permitted unless authorized by written amendment. Partial hours are billed in quarter-hour increments commencing at scheduled departure time. The State makes no guarantee of minimum usage quantities.

The contract term is subject to amendment options extending up to one additional year at the discretion of the State, with rates remaining constant through any extension. The place of performance is the Yountville Veterans Home, 190 California Drive, Yountville, California.
