The contract encompasses nine line items (A through I) covering different bus configurations and service durations: 27-passenger buses with wheelchair lifts and 56-passenger buses with wheelchair lifts and restrooms, differentiated between Residential Care Facility for the Elderly (RCFE) and Licensed Care populations. Trip durations range from seven to nine hours per assignment, with estimated scheduled transportation assignments varying between 5 and 18 trips depending on the service line item. Award shall be made to the lowest responsive and responsible bidder based on the total evaluated amount across Items A through I. Rates shall remain firm for the contract term unless amended in writing by the State. Bidders must provide all drivers, fuel, wheelchair assistance, dispatching, insurance, permits, and maintenance necessary to perform services, and partial hour billing shall be rounded to the nearest quarter-hour increment with billing commencing at the scheduled departure time authorized by the facility. The State makes no guarantee regarding minimum usage quantities. Addendum 1 removed restrictions on subcontractor use, allowing contractors to engage subcontractors for service delivery.
