About this opportunity
The California Department of Veterans Affairs is requesting bids on floor care equipment preventative maintenance and repair services at the Veterans Home of West Los Angeles (11500 Nimitz Avenue, Los Angeles) under IFB 26WS0011, with bids due September 10, 2026 at 5:00 p.m. and a mandatory walkthrough on August 31, 2026 at 10:00 a.m. A 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; bidders who achieve confirmed DVBE participation at or above 5% may receive bid reductions up to 5%. A 5% small-business preference is also available to certified small businesses or non-small businesses with at least 25% small-business subcontractor participation, subject to a maximum $50,000 bid reduction.
The scope covers comprehensive preventative maintenance, inspection, repair, and operational support for commercial floor care equipment including scrubbers, extractors, floor machines, and vacuums. Services include routine quarterly maintenance (12 services annually) and semi-annual vacuum cleaning (6 services annually) during standard business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m.), plus non-emergency and emergency repair services. Technicians must possess a minimum of three years of experience on commercial floor care equipment. The contractor must guarantee all labor for 90 calendar days and maintain commercial general liability insurance with a combined single limit of not less than $1,000,000 per occurrence.
The contract term runs September 1, 2026, or upon approval, through August 31, 2029. The rate sheet specifies estimated annual service hours (40 non-emergency, 30 emergency business hours, 25 emergency non-business hours) and a maximum parts allowance of $1,000 per year ($3,000 total over three years). All quoted rates must remain binding throughout the contract term. CalVet will award to the lowest responsible bidder whose bid complies with all requirements. Questions are due September 3 at 5:00 p.m., with responses posted by September 8 at 5:00 p.m. The Notice of Intent to Award is anticipated September 16, with proposed award September 21, 2026. Upon tentative award, the winning bidder must submit required documents within 30 days or face disqualification.
