About this opportunity
The California Department of Veterans Affairs is requesting bids on boiler maintenance and incidental repairs at the Veterans Home of California Ventura under IFB 26VS0002, with bids due June 19, 2026 at 5:00 p.m. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies. Small Business and Micro-business preferences of up to 5% are also available, with a maximum price reduction of $50,000. DVBE subcontractors must be certified by the State of California Office of Small Business and DVBE Services and perform a commercially useful function; failure to meet DVBE requirements renders bids non-responsive.
The scope covers maintenance and repair services for three Raypac Hi Delta H3-0920BE boilers (900,000 BTU/HR capacity each) at 10900 Telephone Road, Ventura, California. Services include six semi-annual maintenance visits with system inspections, safety testing, filter cleaning, and combustion analysis; three annual services adding comprehensive internal cleaning and tube inspection; non-emergency repairs scheduled Monday through Friday, 8:00 a.m. to 5:00 p.m. with 24-hour response time; and emergency repairs with two-hour response time available outside business hours. The contractor must employ factory-trained service technicians and maintain a California State License Board C-4 Boiler, Hot Water Heating and Steam Fitting Contractor license throughout the contract term. Replacement parts up to $500 per repair are included at no additional charge; parts exceeding $500 require written approval. A $20,000 allocation is designated for replacement parts.
The contract term runs July 1, 2026 through June 30, 2028. Prevailing wage applies under California Labor Code Section 1770. Commercial General Liability insurance of at least $1,000,000 per occurrence and Workers' Compensation coverage are required. Questions are due June 12, 2026 at 5:00 p.m., with responses posted by June 16. Public bid opening is June 22 at 11:00 a.m.; anticipated award is June 25. A $10,000 withhold from final payment applies until submission of an accurate Prime Contractor's Certification—DVBE Subcontracting Report (STD 817).
