About this opportunity
The Northwest Florida Water Management District is seeking to procure hydrological monitoring equipment through a single-source purchase for Fiscal Year 2025-2026. The procurement encompasses three types of equipment: Sutron XLink 500 data loggers with North American 4G LTE modems, SatLink 3 Logger/GOES Transmitters, and OTT/Sutron EcoLog 1000 Logger/Transmitters, classified under UNSPSC code 41114300 for Hydrological Instruments. The equipment is intended for remote logging of hydrologic data to be telemetered to and accepted by Aquarius software for near real-time updates on field conditions, with transmission capabilities via cellular networks (Verizon with removable SIM cards), satellite networks (GOES Satellite Network), and Bluetooth connectivity. The XLink 500 logger provides multiple interfaces and protocols including HTTP, TCP/IP, and FTP for communication with three levels of security configuration, while both XLink and SatLink units feature sensor interfaces compatible with SDI-12, RS-232, USB host and device ports, and RS-485 devices. All equipment must be programmable using LinkComm Software, which ensures compatibility with the District's current network and field deployment capabilities on laptop computers, tablets, or cell phones. The procurement was posted on February 3, 2026, with the deadline for receipt of vendor information set for February 25, 2026, and no bidders' meetings or site visits are scheduled.
The single-source procurement justification centers on the unique compatibility of OTT Hydromet equipment with the District's existing infrastructure, particularly the LinkComm software communication platform and Aquarius software integration. The District's procurement was approved by multiple senior officials including the Executive Director, Deputy Executive Director, Chief of Staff, Director of Administrative Services, Budget and Procurement Administrator, Director of Resource Management Division, and Chief of the Bureau of Hydrologic Assessment, Response & Resilience. Prospective vendors are invited to submit information regarding their ability to supply these specific commodities, with the District retaining the right to make a final determination on single-source availability after reviewing any submitted vendor information. The estimated dollar amount for this procurement is $160,000. No set-aside designations for disadvantaged enterprises or restrictions on organization types are noted in the available documentation. Interested vendors must demonstrate their capacity to provide equipment with the specified technical capabilities and software compatibility required for integration into the District's existing hydrological monitoring network.

Equipment is needed for remote logging of hydrologic data to be telemetered to and accepted by Aquarius software for near real-time updates on field conditions. The XLink 500 logger provides multiple interfaces and protocols (HTTP, TCP/IP, FTP) for communication and three levels of security configuration. The SatLink 3 loggers transmit data using the GOES Satellite Network with an assigned and unique address. It is required that District data loggers can communicate using the LinkComm Software to be compatible with our current network. Both the XLink and SatLink units have sensor interfaces which allow connection to SDI-12, RS-232, USB host and device ports, and RS-485 devices which can be programmed using LinkComm software run on field laptop computers, tablets or cell phones. The data can be telemetered over the Verizon network with a removable SIM card or downloaded through Bluetooth connection while on site.
