About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Northwest Florida Water Management District for hydrological monitoring equipment. The District seeks to procure multiple units of three types of monitoring equipment: Sutron XLink 500 data loggers with North American 4G LTE modems, SatLink 3 Logger/GOES Transmitters, and OTT/Sutron EcoLog 1000 Logger/Transmitters. The equipment is classified under UNSPSC code 41114300 for Hydrological Instruments. The procurement is intended for Fiscal Year 2025-2026, with the posting date of February 3, 2026, and the last day for receipt of information set for February 25, 2026. No specific bidders' meetings or site visits are mentioned in the documentation. The equipment is required for remote logging of hydrologic data to be telemetered to and accepted by Aquarius software for near real-time field condition updates, with transmission capabilities via cellular networks, satellite, and Bluetooth connectivity.

The estimated dollar amount for this single source acquisition is $160,000. The justification for single source procurement centers on the unique compatibility of OTT Hydromet equipment with the District's existing infrastructure, specifically the LinkComm software communication platform and Aquarius software integration. The XLink 500 units feature removable modems accepting provisioned SIM cards with interchangeability between units, the SatLink 3 units utilize the LinkComm software for data download and programming, and the EcoLog 1000 accepts uniquely assigned Verizon SIM cards transferable between units. The procurement was approved by multiple District officials including the Executive Director, Deputy Executive Director, Chief of Staff, Director of Administrative Services, Budget and Procurement Administrator, Director of Resource Management Division, and Chief of the Bureau of Hydrologic Assessment, Response & Resilience. Prospective vendors are invited to provide information regarding their ability to supply these commodities, with the agency to make a final determination on single-source availability after reviewing any submitted vendor information.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

Equipment is needed for remote logging of hydrologic data to be telemetered to and accepted by Aquarius software for near real-time updates on field conditions. The XLink 500 logger provides multiple interfaces and protocols (HTTP, TCP/IP, FTP) for communication and three levels of security configuration. The SatLink 3 loggers transmit data using the GOES Satellite Network with an assigned and unique address. It is required that District data loggers can communicate using the LinkComm Software to be compatible with our current network. Both the XLink and SatLink units have sensor interfaces which allow connection to SDI-12, RS-232, USB host and device ports, and RS-485 devices which can be programmed using LinkComm software run on field laptop computers, tablets or cell phones. The data can be telemetered over the Verizon network with a removable SIM card or downloaded through Bluetooth connection while on site.

Intended Single Source:

OTT HydroMet

Estimated Dollar Amount:

$160,000

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

XLink 500 units have removable modems that can accept provisioned SIM cards and allows interchangeability between units. The units communicate using LinkComm software which allows continuity in programming with existing deployed equipment. The SatLink 3 units also use the LinkComm software for data download and programming. The EcoLog 1000 is able to accept a uniquely assigned Verizon SIM card which can be transferred between any EcoLog 1000 unit. The XLink, SatLink and EcoLog data loggers manufactured by OTT Hydromet are uniquely able to provide real time data to our network due to their compatibility with our Aquarius software.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Steven Costa, Program Manager, Hydrologic Data Services John Crowe, Chief Bureau of Hydrologic Assessment, Response & Resilience Kathleen Coates, Director, Resource Management Division April Murray, Budget and Procurement Administrator Jack Furney, Director, Administrative Services Caitlin Brongel, Chief of Staff Andrew Joslyn, Deputy Executive Director Lyle Seigler, Executive Director
