About this opportunity
Fulton County, Georgia is soliciting proposals for monthly printing, inserting, mailing, and electronic delivery of water and sewer bills serving approximately 80,000 account holders (roughly 480,000 bills annually on a bi-monthly schedule), with proposals due July 28, 2026 at 11:00 a.m. and a pre-proposal conference on July 13, 2026 via web conference. A 5% local preference applies to businesses maintaining a staffed physical location in Fulton County for at least one year prior to proposal submission; service-disabled veterans receive a 2% preference.
The scope includes monthly printing, inserting, and mailing of bills for the Finance Department's Water and Sewer Billing and Collections Division, plus electronic delivery (e-billing) capability. Submissions are required electronically through BidNet Direct. Vendors must carry comprehensive insurance: workers compensation, commercial general liability at $1 million per occurrence, professional liability at $5 million per occurrence (including technology errors and omissions), business automobile liability at $1 million, umbrella liability at $2 million, and cyber liability at $2 million aggregate. All vendors must comply with Georgia Security and Immigration Compliance Act requirements, including E-Verify registration.
The contract commences in 2027 with an initial term ending December 31, 2027, followed by two optional one-year renewal terms (2028 and 2029), subject to annual Board approval and appropriated funding. Postage costs are passed through at actual cost with no markup, billed monthly alongside the vendor's service fee. The County does not fix a price but evaluates on most advantageous proposal, not lowest cost alone. Evaluation weighting is 30% project plan and approach, 25% cost proposal, 20% relevant project experience, 10% qualifications of key personnel, 8% availability of key personnel, 5% local preference, and 2% service-disabled veterans preference. Tentative oral interviews are scheduled for August 11, 2026, with anticipated Board of Commissioners award on October 7, 2026.
