About this opportunity
Fulton County, Georgia is requesting proposals for developer services to redevelop three county-owned parcels totaling approximately 5.0 acres along Fulton Industrial Boulevard at 4330, 4334, and 4336, with proposals due September 2, 2026 at 11:00 a.m. and a mandatory pre-proposal conference on August 12, 2026. A 5% local-preference scoring criterion and a 2% service-disabled veterans preference apply to evaluation.
Proposers may develop one or all three sites. The County has completed demolition at the Knight's Inn site in March 2026 and remediated underground fuel tanks at 4336. All three properties are zoned M-2 Heavy Industrial and sit within the Georgia Opportunity Zone, which offers a $3,500 per-job tax credit. The County seeks feasible commercial uses including light or boutique industrial, educational or incubator organizations, professional office space, retail and restaurant options, research and development, or other appropriate commercial uses. Desired features include fresh food or coffee options, aesthetic enhancements, employment opportunities, and potential below-market-rent space for job training, nonprofits, or minority businesses.
Pre-selection scope includes environmental review, refinement of development concept and financial model, negotiation of agreement terms with the County, obtaining project entitlements, and securing project funding. The contract term runs for the shorter of two months, execution of an Exclusive Negotiating Agreement, or termination as provided.
Evaluation uses a 100-point scale weighted across eight criteria: Project Concept and Outreach Approach (20%), Project Funding and Financing (18%), Financial Capacity (20%), Previous Project Experience (15%), Team Qualifications (10%), Project Schedule (10%), Local Preference (5%), and Service Disabled Veterans Preference (2%). Proposals require comprehensive technical content including executive summary, conceptual renderings, detailed project schedule, cash flow models in Excel, comparable project experience with references, team qualifications and biographies, and three years of financial statements. Questions are due August 20, 2026. Oral interviews and Board of Commissioners award decisions are anticipated at dates to be determined. Standard County insurance, non-discrimination, E-Verify, and bonding requirements apply.
