Naples Court, Chula Vista, CA 91911. The procurement covers maintenance and repair services for approximately 30 pieces of grounds equipment, including Echo trimmers, hedge trimmers, chainsaws, blowers, pressure washers, John Deere and Honda push mowers, Exmark riding mowers, and a Husqvarna aerator. The selected contractor must provide all labor, materials, staff, transportation, licenses, permits, and related expenses necessary for routine repair and scheduled maintenance services performed during standard business hours (Monday through Friday, 8:00 a.m. to 4:00 p.m., unless otherwise approved in writing). Required qualifications include employment of factory-trained service technicians with proof of required training, current California licenses and permits for hazardous waste collection, storage, and disposal, and the ability to maintain parts inventory, perform mechanical and electrical diagnostics, and provide detailed work reporting with recommendations. The contractor must guarantee all replaced parts and workmanship for a minimum of 90 days from service completion at no additional cost to the State, provide replacement parts costing up to $500 per repair at no additional charge (with written estimates required for repairs exceeding $500), and ensure all replacement parts are new or exceed Original Equipment Manufacturer specifications. The contract term runs from July 1, 2026 (or upon approval) through June 30, 2029, for three years. Key deadlines include a non-mandatory walkthrough on April 2, 2026, at 9:00 AM; written questions due by April 7, 2026, at 5:00 PM with responses posted by April 9, 2026, at 5:00 PM; bid submission deadline of April 13, 2026, at 5:00 PM via email to ophelia.deollas@calvet.ca.gov; public bid opening on April 15, 2026, at 11:00 AM; Notice of Intent to Award on April 17, 2026; and proposed award date of April 21, 2026. The award will be made to the lowest responsible bidder whose bid complies with all requirements.
This procurement includes a mandatory three percent (3%) Disabled Veteran Business Enterprise (DVBE) participation goal, with a DVBE Incentive Program offering bid adjustments of three to five percent based on confirmed DVBE participation levels. A five percent (5%) preference is available to certified Small Business Enterprises and Micro-business Enterprises, and an additional preference applies to non-small businesses claiming at least twenty-five percent Small/Micro business subcontractor participation. Bidders must demonstrate compliance with California Civil Rights Laws, the Darfur Contracting Act, and Executive Order N-6-22 regarding Russia sanctions, and must disclose any use of generative artificial intelligence. Required insurance includes Commercial General Liability coverage with minimum limits of $1,000,000 per occurrence and Automobile Liability insurance with limits of $1,000,000 per accident, with the State named as an additional insured. The contract includes a parts allowance allocation of $12,000 for the agreement term, and labor is estimated at 240 hours over the contract period. Bidders must submit a completed Rate Sheet with firm dollar amounts for labor services and must maintain identical company names across all licenses, permits, certifications, and insurance documentation; failure to comply with all submission requirements may result in bid rejection. Upon tentative award, the winning bidder must return all required documents within thirty (30) days, or the award will be made to the next lowest responsive responsible bidder.
