About this opportunity
The California Department of Veterans Affairs is requesting bids on mobile radiology and ultrasound services at the Veterans Home of California—Yountville under IFB 26CRY001, with bids due September 8, 2026, and a mandatory walkthrough on August 20, 2026.
A five percent preference applies to certified California Small/Micro businesses. Non-small businesses may qualify for a five percent preference by committing to at least twenty-five percent Small/Micro business subcontractor participation. DVBE participation is encouraged but not mandated; the DVBE Incentive Program offers bid reductions of one to five percent based on confirmed DVBE participation levels. Every certified Small Business, Micro Business, or DVBE that performs any element of work must complete a Commercially Useful Function Certification Form prior to award and must execute a distinct element, perform actual work, conduct services normal to their business, and avoid pass-through structuring.
The contractor must provide routine diagnostic radiology and ultrasound services Monday through Friday, 8:00 a.m. to 5:00 p.m., with one-hour response for routine requests and two-hour response for STAT emergency services. Services include chest, abdominal, extremity, spine, pelvis, and skull radiography performed by California-licensed radiologic technicians and interpreted by California Board-certified radiologists, plus cardiac, Doppler, echocardiogram, and thyroid ultrasound performed by certified technicians and interpreted by board-certified professionals. Diagnostic reports must be delivered within 24 hours for routine cases and within one hour for critical findings. The contractor must maintain commercial general liability of at least $1 million per occurrence, professional liability of $1 million per claim and $3 million aggregate, and auto liability of at least $1 million per accident. Providers must be current American Registry of Radiologic Technologists members, linked to Medicare and Medi-Cal, hold current CPR and BLS certifications, and have at least 12 continuous months of experience within the last five years in similar services.
Contract performance runs January 1, 2027 through December 31, 2029. The state reserves the right to award up to two agreements to responsive and responsible bidders. Award is scheduled for October 1, 2026. Questions are due August 24, 2026; responses post by August 27. Public bid opening is September 9, 2026.
