About this opportunity
The Michigan Department of Technology, Management and Budget is requesting solutions for a pre-qualified multi-vendor program delivering audiovisual and web conferencing systems, room automation hardware, professional services, and maintenance support, with proposals due October 21, 2026 at 11:59 a.m. Eastern and an optional pre-proposal meeting on September 15 at 10:00 a.m. Eastern via Microsoft Teams.
The program establishes a pre-qualified vendor pool capable of delivering end-to-end AV solutions including consulting, needs assessment, system design, equipment procurement, installation, integration, programming, commissioning, ongoing support, warranty management, and lifecycle upgrades across Michigan state agencies. Bidders must be authorized manufacturers or authorized resellers for all proposed products. The State will extend the contract to MiDEAL members — local units of government, school districts, universities, community colleges, and nonprofit hospitals — with potential extension to other states and State of Michigan employees.
Evaluation is weighted as follows: Vendor Questions Worksheet (10 percent), Schedule A Statement of Work (30 percent), Schedule A Attachment 1 Business Specification (30 percent), and Schedule A Attachment 2 Bidder's Proposed Solution (30 percent). Only proposals scoring 80 or more evaluation points will have pricing evaluated for award consideration. The State reserves the right to conduct on-site visits, require oral presentations, hold proof-of-concept meetings, conduct interviews, and request additional price concessions.
The contract includes a 1 percent administrative fee on all State payments and similar fees for MiDEAL members. The anticipated contract begin date is May 21, 2027, with automatic renewal options for up to five additional one-year periods at the State's discretion. The contract is subject to State Administrative Board approval if it equals or exceeds $250,000. Bidders must affirm agreement with attached contract terms, insurance requirements, data security requirements, service level agreements, and hardware specifications, or provide tracked-change exceptions with written justifications. Written questions are due September 23, 2026 by 3:00 p.m. Eastern, limited to 25 questions total. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats, with the pricing schedule submitted separately.
