About this opportunity
Northern Virginia Community College, under the Virginia Community College System, is soliciting sealed bids under IFB 260-B6260-003 to replace packaged rooftop air handler RTU-1 on the MTS building at its Manassas campus, with a follow-up site walkthrough on October 27, 2026 at 10:00 A.M. and bids due November 2, 2026 at 2:00 P.M. Bidders must be registered vendors in eVA, pay applicable vendor transaction fees, and hold Virginia contractor licensing under Virginia Code Section 54.1-1100 et seq.; failure to register results in bid rejection. Each bidder must submit a Small Business Procurement Plan identifying proposed percentage small-business participation.
Bid bonding is a Commonwealth of Virginia Standard Bid Bond (Form CO-10.2) equal to five percent of the total bid. The Standard Performance Bond (CO-10) and Standard Labor and Material Payment Bond (CO-10.1) are required regardless of contract amount. Prevailing wage applies under Code of Virginia 2.2-4321.3 because the project exceeds $250,000, with classifications including sheet metal workers, pipefitters, electricians, and laborers.
The scope covers complete removal and replacement of the existing rooftop HVAC unit with a new 40-ton Carrier 50K packaged unit using R-454B refrigerant, installed on the existing curb with a compatible adapter. Performance requirements include 13,000 CFM supply air, a 0-100% enthalpy economizer, 4-inch MERV 13 filters, ASHRAE 90.1-2022 efficiency (IEER 13.2), and a BACnet interface integrated with the college's Tridium Niagara building automation system. Electrical work requires a 480/277V, three-phase fused disconnect. Work also includes pre- and post-construction airflow testing and balancing, and duct cleaning supervised by a NADCA Air Systems Cleaning Specialist. Controls are provided by Chesapeake Controls, a subcontractor selected by the owner. Combined maximum weight of the unit and curb adapter is 6,800 pounds; any excess requires structural analysis and reinforcement at the contractor's expense.
The contract is awarded on a lump sum basis to the lowest responsive and responsible bidder for the total base bid plus any additive bid items at the Owner's discretion. Substantial completion is required within 45 consecutive calendar days of notice to proceed, with final completion within 30 days thereafter. Bid opening is November 3, 2026 at 2:00 P.M. Notices of award or intent to award will post on eVA. Bidding documents are available through eVA or from Merlin A. Espinal at maespinal@nvcc.edu, referencing project code 260-B6260-003. Bidders must acknowledge Addendum 2 by the bid due date or attach it to their submission. The notice lists the campus at 8333 Little River Turnpike, Annandale, while the drawings and addenda list 10500 Battleview Parkway, Manassas. The Commonwealth reserves the right to reject any or all bids.
