About this opportunity

The Maryland Department of Juvenile Services (DJS) is issuing a Request for Proposals (RFP) numbered 26-MULTI-FS-YS-001 to procure a music recording and production program for youth housed in multiple juvenile justice facilities across the state. The program aims to educate and instruct youth about music recording, production, and musical expression at nine specific facilities, including the Baltimore City Juvenile Justice Center, Cheltenham Youth Detention Center, Charles H. Hickey, Jr. School, and several other youth centers. The primary deliverables include comprehensive music instruction and production services, with an estimated 288 service hours per facility annually over a three-year contract period. While specific evaluation criteria are not explicitly detailed in the documents, the RFP suggests that vendors will be assessed on their ability to provide high-quality music education programming tailored to juvenile populations. The proposal submission deadline is September 19, 2025, with a pre-bid conference anticipated prior to the submission date, as indicated by the attached Pre-Bid/Proposal Conference Response Form.

The contract opportunity appears open to qualified vendors without strict set-aside designations, though standard Maryland state contract requirements will apply. Vendors must complete a Contract Affidavit certifying compliance with state regulations, including business registration, financial disclosures, and maintaining a drug-free workplace. Businesses contracting for $200,000 or more must provide additional beneficial ownership and political contribution disclosures. A performance bond will be required to guarantee contractual performance, with the surety responsible for contract completion if the primary contractor defaults. While specific budget ranges are not explicitly stated, the financial bid form suggests pricing will be structured as hourly rates across multiple facilities and contract years. Potential bidders must demonstrate the capability to deliver music programming across diverse juvenile justice settings, with the expectation of providing comprehensive, rehabilitative music education services that support youth development and expression.
