The County anticipates acquiring approximately 50 annual shipments via hopper truck, with each shipment containing approximately 24 tons of hydrated lime, though quantities may fluctuate based on operational needs with no minimum or maximum annual quantity guaranteed. All hydrated lime must comply with AWWA B 202.02 standards with a minimum of 68% available calcium oxide content and must be delivered within two days of order receipt between 6:00 a.m. and 6:00 p.m. Vendors must provide pneumatic transfer equipment and labor for transferring material from transport truck to the County's elevated storage silo, along with weight tickets for each load and Material Safety Data Sheets with every delivery. The contract will be awarded to the lowest responsive and responsible bidder based on unit price per ton of hydrated lime delivered. Electronic or sealed paper bid submissions are due by 2:00 p.m. (CDT) on Thursday, May 14, 2026, with public opening immediately following the deadline; bidders must submit questions by 5:00 p.m. (CDT) on Friday, May 1, 2026, and the County Board meeting for recommended award is scheduled for Tuesday, June 2, 2026.
The contract term commences July 1, 2026, and continues through June 30, 2027, with three optional one-year renewal periods available under the same terms and conditions. No price adjustments are permitted during the initial contract term; however, price increases may be considered after the initial term if substantiated by the producer price index with written notice submitted at least 90 days prior to the contract anniversary date. Vendors must maintain Commercial General Liability and Business Auto Liability insurance with minimum limits of $1,000,000 per occurrence and Workers' Compensation coverage as required by Florida law, with the County named as an additional insured. The solicitation documents do not identify any set-aside designations for disadvantaged enterprises, incumbent vendors, or current contractors, nor do they reference specialized technology or infrastructure integration requirements. The estimated budget for this contract is $221,405, funded through Bay County general revenue (Account Number 5305204, Department 0405).
