About this file

This is a department approval email from Bay County, Florida, confirming authorization to proceed with Invitation to Bid 26-38 for hydrated lime procurement for the Water Treatment Plant. The County seeks qualified vendors to supply approximately 50 annual shipments of hydrated lime via hopper truck, with each shipment containing approximately 24 tons of material compliant with AWWA B 202.02 standards and containing a minimum of 68% available calcium oxide content. Vendors must provide pneumatic transfer equipment and labor for material transfer from transport truck to the County's elevated storage silo, along with weight tickets and Material Safety Data Sheets for each delivery. Electronic or sealed paper bid submissions are due by 2:00 p.m. CDT on Thursday, May 14, 2026, with public opening immediately following the deadline. Bidders must submit questions by 5:00 p.m. CDT on Friday, May 1, 2026. The Bay County Board meeting for recommended award is scheduled for Tuesday, June 2, 2026. The contract term commences July 1, 2026, and continues through June 30, 2027, with three optional one-year renewal periods available under the same terms and conditions.

The contract will be awarded to the lowest responsive and responsible bidder based on unit price per ton of hydrated lime delivered, with an estimated budget of $221,405 funded through Bay County general revenue (Account Number 5305204, Department 0405). No price adjustments are permitted during the initial contract term; however, price increases may be considered after the initial term if substantiated by the producer price index with written notice submitted at least 90 days prior to the contract anniversary date. Vendors must maintain Commercial General Liability and Business Auto Liability insurance with minimum limits of $1,000,000 per occurrence and Workers' Compensation coverage as required by Florida law, with the County named as an additional insured. No set-aside designations for disadvantaged enterprises, incumbent vendors, or current contractors are identified in the solicitation. Mississippi Lime Cheney is identified as the consultant assisting with the scope of work and specifications. All hydrated lime must be delivered within two days of order receipt between 6:00 a.m. and 6:00 p.m. Vendors must submit three comparable project references completed within the past five years, material specifications, safety data sheets, and various compliance certifications.
