The County anticipates purchasing approximately 50 annual shipments via hopper truck, with each shipment containing approximately 24 tons of hydrated lime, though actual quantities may vary based on operational needs with no guaranteed minimum or maximum annual quantity. All hydrated lime must comply with AWWA B 202.02 standards and contain a minimum of 68% available calcium oxide content, with suppliers required to furnish monthly analysis results from at least one shipment per month using specified sampling and analysis techniques. Material must be delivered within two days of order receipt between 6:00 a.m. and 6:00 p.m., with suppliers responsible for providing pneumatic transfer equipment and labor from the transport truck to the County's elevated storage silo, weight tickets for each load, and Material Safety Data Sheets with every delivery. Electronic or sealed paper bid submissions are due by 2:00 p.m. (CDT) on Thursday, May 14, 2026, with public opening immediately following the deadline. The contract term commences July 1, 2026, and continues through June 30, 2027, with three optional one-year renewal periods available under the same terms and conditions.

Payment will be based upon the number of tons supplied multiplied by the unit price per ton, with all costs incidental to delivery and off-loading included in the bid price. No price adjustments are permitted during the initial contract term; however, price increases may be considered for renewal periods if substantiated by the producer price index with written notice submitted at least 90 days prior to the contract anniversary date. Bidders must submit material specifications with typical properties, safety data sheets, three comparable project references completed within the past five years, and various compliance certifications. The estimated budget for this contract is $221,405, funded through Bay County general revenue (Account Number 5305204, Department 0405). Suppliers must maintain Commercial General Liability and Business Auto Liability insurance with minimum limits of $1,000,000 per occurrence and Workers' Compensation coverage as required by Florida law, with the County named as an additional insured. The solicitation does not identify any set-aside designations for disadvantaged enterprises, incumbent vendors, or current contractors. The contract will be awarded to the lowest responsive and responsible bidder, with the County Board meeting for recommended award scheduled for Tuesday, June 2, 2026.
