About this opportunity

The Township of Manchester, New Jersey is requesting bids for a two-year contract to provide licensed electrical maintenance, diagnostic, repair, installation, replacement, emergency response, and related services at Township-owned and operated facilities, with sealed bids due electronically September 1, 2026 at 12:00 p.m. through BidNetDirect. A mandatory local-service-location requirement — bidders must maintain an established service response location within twenty-five driving miles of 1 Colonial Drive, Manchester, New Jersey, documented via Google Maps at bid submission — filters eligibility; failure to meet this requirement renders the bid non-responsive.

Bidders must hold an active New Jersey electrical business permit for a minimum of five consecutive years preceding bid opening and demonstrate a minimum of five years of experience providing electrical services to commercial, institutional, governmental, or utility facilities of similar size and complexity. Because the Township operates a Water and Sewer Utility, bidders must demonstrate a minimum of five years of experience servicing electrical systems and equipment commonly associated with public water and sewer facilities, including pumps, electric motors, electrical panels, motor controls, control systems, and electrical distribution equipment.

The contractor must provide twenty-four-hour, seven-day-per-week emergency electrical service with emergency calls returned within sixty minutes and qualified personnel arriving within thirty minutes. Routine service calls must commence within seventy-two hours unless otherwise authorized. Pricing is submitted as contract hourly rates for standard time, overtime, and Sunday/holiday work, with overtime rates not exceeding one and one-half times the straight-time rate. Materials and parts are invoiced at the contractor's actual documented cost plus a markup not exceeding ten percent.

The contract term is two years from the date established by the Township following execution, with potential renewal or extension only in accordance with N.J.S.A. 40A:11-15. Prevailing wage requirements apply under the New Jersey Prevailing Wage Act. The contract is awarded to the lowest responsible bidder whose bid conforms to all material requirements and complies with applicable New Jersey law and affirmative action, equal employment opportunity, and non-debarment provisions.
