The Township seeks a qualified electrical contractor to furnish all labor, supervision, tools, vehicles, equipment, and other items necessary to provide comprehensive electrical services on an as-needed basis. Sealed bids are due electronically on September 1, 2026, at 12:00 PM prevailing time through the BidNetDirect platform; no physical bid submissions will be accepted. The contract term is two years from the date established by the Township following contract execution, with potential renewal or extension permitted only in accordance with the New Jersey Local Public Contracts Law, specifically N.J.S.A. 40A:11-15. No bidder's conference or site visit is mentioned in the document.
Bidders must meet specific qualifications, including an active New Jersey electrical business permit for a minimum of five consecutive years and a minimum of five years of demonstrated experience providing electrical services to commercial, institutional, governmental, or utility facilities of similar size and complexity. Critically, bidders must maintain an established service response location within twenty-five driving miles of 1 Colonial Drive, Manchester, New Jersey, with Google Maps documentation provided at bid submission; failure to meet this mandatory requirement renders the bid non-responsive. The contractor must provide emergency electrical service twenty-four hours per day, seven days per week, with emergency calls returned within sixty minutes and qualified personnel arriving within thirty minutes. Routine service calls must commence within seventy-two hours unless otherwise authorized. Pricing is submitted on contract hourly rates for standard time, overtime, and Sunday/holiday work, with overtime rates not exceeding one and one-half times the straight-time rate. Materials and parts are invoiced at the contractor's actual documented cost plus a markup not exceeding ten percent. The contract is awarded to the lowest responsible bidder whose bid conforms to all material requirements and complies with the New Jersey Local Public Contracts Law. Prevailing wage requirements apply under the New Jersey Prevailing Wage Act, and contractors must comply with all affirmative action, equal employment opportunity, business registration, non-debarment, and Americans with Disabilities Act provisions specified in the bid documents.

NJ LICENSED ELECTRICAL SERVICES
TECHNICAL SPECIFICATIONS
1. SCOPE OF SERVICES
The Township of Manchester (“Township”) is seeking bids for a two (2) year contract for licensed electrical maintenance, diagnostic, repair, installation, replacement, emergency response, and related electrical services at
Township-owned and/or operated facilities.
Any extension or renewal of the contract shall be in accordance with the New Jersey Local Public Contracts Law, including N.J.S.A. 40A:11-15, as applicable.
The successful bidder shall provide qualified, New Jersey-licensed electrical personnel on an as-needed basis in accordance with these specifications.
The contractor shall furnish all labor, supervision, tools, vehicles, equipment, and other items necessary to provide complete electrical services as required by the Township.
2. CATEGORY "A" – GENERAL ELECTRICAL SERVICES
Category "A" is defined as general electrical work performed for the Township of Manchester and its various departments, facilities, and operations.
The bidder shall have:
1. An active New Jersey electrical business permit for a minimum of five (5) consecutive years immediately preceding the bid opening; and
2. A minimum of five (5) years of demonstrated experience providing electrical services to commercial, institutional, governmental, utility, or other facilities of similar size, type, and complexity to those operated by the Township.
The Township owns and operates a Water and Sewer Utility. The successful bidder shall therefore possess demonstrated experience servicing electrical systems and equipment commonly associated with public water and sewer facilities.
The bidder shall have a minimum of five (5) years of experience working with equipment including, but not limited to:
• Pumps;
• Electric motors;
• Electrical panels;
• Motor controls;
• Control systems;
• Electrical distribution equipment; and
• Other electrical equipment typical of water and sewer utility operations.
The successful bidder shall have sufficient personnel, equipment, expertise, and resources to complete all work required under the contract.
Services shall include, but are not limited to:
• Installation, repair, and replacement of utility poles;
• Installation, repair, and maintenance of area and exterior lighting;
• Installation and repair of underground electrical utilities;
• Interior electrical modifications, installations, maintenance, and repairs;
• Installation, modification, and repair of electrical services serving Township facilities;
• Diagnosis and repair of electrical systems and equipment;
• Electrical work associated with pumps, motors, panels, and controls at Water and Sewer facilities;
• Service, installation, repair, or coordination of service involving generators and uninterrupted/uninterruptible power supply systems;
• Emergency electrical repairs; and
• Other electrical services within the scope of the contractor's licenses and qualifications as directed by the
Township.
3. MANDATORY SERVICE LOCATION AND RESPONSE
REQUIREMENT
Due to the critical nature of Township operations and the emergency response requirements established under this contract, the bidder must maintain an established service response location within twenty-five (25) driving miles of
1 Colonial Drive, Manchester, New Jersey.
For purposes of determining compliance, the twenty-five (25) mile distance shall be measured by the driving route displayed by Google Maps from the bidder's identified service response location to 1 Colonial Drive, Manchester, New Jersey, as of the date of bid submission.
The bidder shall identify in its bid response:
• Name of the bidder;
• Street address of the service response location;
• Municipality, State, and ZIP Code;
• Telephone number for the service response location; and
• Google Maps documentation demonstrating that the identified service response location is within twenty-five
(25) driving miles of 1 Colonial Drive, Manchester, New Jersey.
The identified location must be an established location from which the bidder can dispatch qualified personnel, vehicles, tools, and equipment necessary to perform the services required under this contract.
A post office box, mail drop, virtual office, answering service, or other location from which qualified service personnel are not actually dispatched shall not satisfy this requirement.
THIS IS A MANDATORY BID REQUIREMENT. FAILURE TO IDENTIFY AND DOCUMENT A
QUALIFYING SERVICE RESPONSE LOCATION WITHIN TWENTY-FIVE (25) DRIVING MILES OF 1
COLONIAL DRIVE, MANCHESTER, NEW JERSEY, WITH THE BID SUBMISSION SHALL RENDER THE
BID NON-RESPONSIVE.
The successful bidder shall maintain a qualifying service response location throughout the entire contract term. Any change in the identified service response location shall be immediately reported to the Township and shall be subject to verification of continued compliance with this requirement.
This requirement is necessary because the successful bidder must be capable of rapid emergency response to facilities and operations that are critical to the health, safety, and welfare of the Township, including:
• Manchester Township Police Department and emergency dispatch facilities;
• Township municipal facilities;
• Office of Emergency Management facilities and emergency shelters;
• Department of Public Works facilities and fuel depot;
• Water and Sewer facilities; and
• Other Township facilities requiring uninterrupted or limited-interruption electrical service.
4. RESPONSE TIME
The successful bidder shall provide service in a timely manner.
For routine service calls, work shall be commenced and completed as promptly as reasonably practicable and, unless otherwise authorized by the Director of Public Works or designee, shall not remain unaddressed for more than seventy-two (72) hours.
The Township recognizes that completion time may depend upon the scope of work, availability of replacement parts or equipment, required permits, or other circumstances beyond the contractor's reasonable control. Any anticipated delay shall be immediately communicated to the Director of Public Works or designee.
If the contractor is unable to respond within the required timeframe, the Township reserves the right to obtain services from another provider when, in the judgment of the Director of Public Works or designee, conditions require more immediate action.
5. EMERGENCY SERVICE
The successful bidder shall provide emergency electrical service twenty-four (24) hours per day, seven (7) days per week, including weekends and holidays.
The contractor shall:
• Provide the Director of Public Works with a twenty-four (24) hour emergency contact telephone number;
• Return emergency service calls within sixty (60) minutes of initial notification; and
• Be capable of having qualified service personnel arrive at the emergency location within thirty (30) minutes after notification by an authorized Township official.
The bidder acknowledges that the mandatory service-location requirement contained in these specifications is directly related to the emergency response requirements of this contract.
6. PRIORITY OF TOWNSHIP CALLS
The successful bidder shall recognize that continuity of municipal operations is essential.
Emergency service calls involving public safety, emergency communications, water and sewer operations, emergency shelters, public works operations, fuel facilities, and other critical municipal functions shall receive priority.
The contractor shall maintain sufficient staffing, vehicles, equipment, and other resources to satisfy the response requirements of this contract.
7. LICENSES AND QUALIFICATIONS
The bidder shall possess all licenses, permits, registrations, and qualifications required by the State of New Jersey and any other governmental authority having jurisdiction to perform the electrical services contemplated under this contract.
The bidder shall possess a valid New Jersey electrical contractor license and applicable business permit.
Proof of all required licenses, business permits, and applicable license and permit numbers shall be submitted as required by the bid documents.
The successful bidder shall maintain all required licenses and permits throughout the contract term.
Any subcontractor performing regulated work shall possess all licenses, permits, certifications, registrations, and qualifications required for the work assigned to that subcontractor.
8. SAFETY AND OSHA REQUIREMENTS
The contractor shall comply with all applicable federal and State occupational safety requirements.
Where applicable to the work being performed, contractor personnel shall be properly trained and qualified for:
• Confined-space entry and work;
• Lockout/tagout procedures; and
• Operation of aerial lifts and/or bucket trucks.
Proof of applicable training, certification, or qualification shall be provided when required by the Township.
The contractor shall be responsible for ensuring that its employees and subcontractors comply with all applicable safety requirements while performing work at Township facilities.
9. NORMAL AND PREMIUM TIME
Normal Township working hours for purposes of this contract shall be Monday through Friday, 7:00 A.M. through
4:30 P.M., excluding Township-recognized legal holidays.
The contractor shall make every reasonable effort to schedule routine service during normal working hours to minimize premium-time expenditures.
Premium time may be charged only when:
1. The work is deemed an emergency by the Director of Public Works or designee;
2. The work is authorized to be performed outside normal working hours; or
3. The Township specifically authorizes premium-time work.
Weekends and Township-recognized legal holidays shall be considered premium time when work is specifically authorized by the Township.
The premium-time hourly rate shall not exceed one and one-half (1.5) times the bidder's applicable straight-time hourly rate.
No premium time shall be paid solely because the contractor elects to perform non-emergency work outside normal working hours.
10. LABOR, TOOLS, EQUIPMENT, AND PERMITS
The contractor shall furnish all labor, supervision, tools, vehicles, testing equipment, safety equipment, aerial equipment, and other necessary equipment and incidental items required to accomplish the authorized services in a complete and professional manner.
The contractor shall obtain all permits required for work performed under this contract unless otherwise specifically directed by the Township.
The Township shall not separately compensate the contractor for travel time, mileage, fuel, tolls, or other transportation expenses associated with travel to or from Township facilities.
11. MATERIALS AND PARTS
Unless otherwise provided in the Bid Proposal, authorized materials and parts shall be invoiced at the contractor's actual documented cost plus a markup not to exceed ten percent (10%).
Upon request, the contractor shall provide the Township with supplier invoices, receipts, or other documentation sufficient to establish the contractor's actual cost.
No material, equipment, or replacement component exceeding an amount established by the Township may be purchased or installed without prior authorization from the Director of Public Works or designee.
Materials furnished under this contract shall be new and of commercial quality appropriate for the intended application unless the Township specifically authorizes otherwise.
12. WORK AUTHORIZATION AND REPORTING
The contractor shall notify the Director of Public Works or designee before commencing work and upon completion of work at any Township facility.
For each service call, the contractor shall submit a completed service/work report identifying, at a minimum:
• Date of service;
• Township facility and specific location;
• Time of arrival and departure;
• Description of the reported problem;
• Diagnosis;
• Work performed;
• Materials and parts used;
• Number and classification of personnel performing the work;
• Electrician labor hours;
• Helper or apprentice labor hours, where applicable;
• Equipment used, if applicable; and
• Any recommended additional repairs or corrective action.
The work report shall be signed or otherwise approved by the Director of Public Works or designee before payment of the associated invoice.
13. INVOICING AND PAYMENT
Invoices shall be submitted no later than thirty (30) days following completion of the authorized work.
Each invoice shall contain sufficient detail to permit the Township to verify the charges against the applicable service/work report and contract pricing.
Invoices shall separately identify, as applicable:
• Straight-time electrician labor hours;
• Straight-time helper or apprentice labor hours;
• Premium-time electrician labor hours;
• Premium-time helper or apprentice labor hours;
• Applicable contract hourly rates;
• Materials and parts;
• Contractor's documented material cost;
• Applicable material markup;
• Authorized equipment charges; and
• Permit fees or other specifically authorized reimbursable expenses.
No payment shall be made for unauthorized work or charges inconsistent with the contract.
14. PREVAILING WAGE AND OTHER STATUTORY
REQUIREMENTS
Where work performed under this contract constitutes public work subject to the New Jersey Prevailing Wage Act, the contractor and all subcontractors shall comply with all applicable prevailing wage, registration, certified payroll, and other statutory requirements.
The contractor shall be solely responsible for determining and maintaining compliance with all laws and regulations applicable to its employees and subcontractors.
15. BID AWARD
The contract shall be awarded to the lowest responsible bidder whose bid conforms to all material requirements of the bid specifications, in accordance with the New Jersey Local Public Contracts Law.
The Township reserves all rights permitted by law concerning the evaluation of bids, determination of bidder responsibility and responsiveness, waiver of non-material informalities where legally permissible, and rejection of bids.
16. CONTRACT TERM
The contract shall be for a period of two (2) years commencing upon the date established by the Township following execution of the contract.

CONSTRUCTION CONTRACTS
During the performance of this contract, the contractor agrees as follows:
The contractor or subcontractor, where applicable, will not discriminate against any employee or applicant for employment because of age, race, creed, color, national origin, ancestry, marital status, affectional or sexual orientation, gender identity or expression, disability, nationality or sex. Except with respect to affectional or sexual orientation and gender identity or expression, the contractor will ensure that equal employment opportunity is afforded to such applicant’s in recruitment and employment, and that employees are treated during employment, without regard to their age, race, creed, color, national origin, ancestry, marital status, affectional or sexual orientation, gender identity or expression, disability, nationality or sex. Such equal employment opportunity shall include, but not be limited to the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for training, including apprenticeship. The contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices to be provided by the Public Agency Compliance Officer setting forth provisions of this nondiscrimination clause.
The contractor or subcontractor, where applicable will, in all solicitations or advertisements for employees placed by or on behalf of the contractor, state that all qualified applicants will receive consideration for employment without regard to age, race, creed, color, national origin, ancestry, marital status, affectional or sexual orientation, gender identity or expression, disability, nationality or sex.
The contractor or subcontractor will send to each labor union, with which it has a collective bargaining agreement, a notice, to be provided by the agency contracting officer, advising the labor union or workers' representative of the contractor's commitments under this act and shall post copies of the notice in conspicuous places available to employees and applicants for employment.
The contractor or subcontractor, where applicable, agrees to comply with any regulations promulgated by the Treasurer, pursuant to N.J.S.A. 10:5-31 et seq., as amended and supplemented from time to time and the Americans with Disabilities Act.
When hiring or scheduling workers in each construction trade, the contractor or subcontractor agrees to make good faith efforts to employ minority and women workers in each construction trade consistent with the targeted employment goal prescribed by N.J.A.C. l7:27-7.2; provided, however, that the Dept. of LWD, Construction EEO Monitoring Program, may, in its discretion, exempt a contractor or subcontractor from compliance with the good faith procedures prescribed by the following provisions, A, B, and C, as long as the Dept. of LWD, Construction EEO Monitoring Program is satisfied that the contractor or subcontractor is employing workers provided by a union which provides evidence, in accordance with standards prescribed by the
Dept. of LWD, Construction EEO Monitoring Program, that its percentage of active “card carrying” members who are minority and women workers is equal to or greater than the targeted employment goal established in accordance with N.J.A.C. 17:27-7.2. The contractor or subcontractor agrees that a good faith effort shall include compliance with the following procedures:
(A) If the contractor or subcontractor has a referral agreement or arrangement with a union for a construction trade, the contractor or subcontractor shall, within three business days of the contract award, seek assurances from the union that it will cooperate with the contractor or subcontractor as it fulfills its affirmative action obligations under this contract and in accordance with the rules promulgated by the Treasurer pursuant to N.J.S.A. 10:5-31 et. seq., as supplemented and amended from time to time and the Americans with Disabilities Act. If the contractor or subcontractor is unable to obtain said assurances from the construction trade union at least five business days prior to the commencement of construction work, the contractor or subcontractor agrees to afford equal employment opportunities minority and women workers directly, consistent with this chapter. If the contractor's or subcontractor's prior experience with a construction trade union, regardless of whether the union has provided said assurances, indicates a significant possibility that the trade union will not refer sufficient minority and women workers consistent with affording equal employment opportunities as specified in this chapter, the contractor or subcontractor agrees to be prepared to provide such opportunities to minority and women workers directly, consistent with this chapter, by complying with the hiring or scheduling procedures prescribed under (B) below; and the contractor or subcontractor further agrees to take said action immediately if it determines that the union is not referring minority and women workers consistent with the equal employment opportunity goals set forth in this chapter.
(B) If good faith efforts to meet targeted employment goals have not or cannot be met for each construction trade by adhering to the procedures of (A) above, or if the contractor does not have a referral agreement or arrangement with a union for a construction trade, the contractor or subcontractor agrees to take the following actions:
(l) To notify the public agency compliance officer, the Dept. of LWD, Construction EEO Monitoring Program, and minority and women referral organizations listed by the Division pursuant to N.J.A.C. 17:27-5.3, of its workforce needs, and request referral of minority and women workers;
(2) To notify any minority and women workers who have been listed with it as awaiting available vacancies;
(3) Prior to commencement of work, to request that the local construction trade union refer minority and women workers to fill job openings, provided the contractor or subcontractor has a referral agreement or arrangement with a union for the construction trade;
(4) To leave standing requests for additional referral to minority and women workers with the local construction trade union, provided the contractor or subcontractor has a referral agreement or arrangement with a union for the construction trade, the State Training and Employment Service and other approved referral sources in the area;
(5) If it is necessary to lay off some of the workers in a given trade on the construction site, layoffs shall be conducted in compliance with the equal employment opportunity and nondiscrimination standards set forth in this regulation, as well as with applicable Federal and State court decisions;
(6) To adhere to the following procedure when minority and women workers apply or are referred to the contractor or subcontractor:
The contactor or subcontractor shall interview the referred minority or women worker.
If said individuals have never previously received any document or certification signifying a level of qualification lower than that required in order to perform the work of the construction trade, the contractor or subcontractor shall in good faith determine the qualifications of such individuals. The contractor or subcontractor shall hire or schedule those individuals who satisfy appropriate qualification standards in conformity with the equal employment opportunity and non-discrimination principles set forth in this chapter. However, a contractor or subcontractor shall determine that the individual at least possesses the requisite skills, and experience recognized by a union, apprentice program or a referral agency, provided the referral agency is acceptable to the Dept. of LWD, Construction EEO Monitoring Program. If necessary, the contractor or subcontractor shall hire or schedule minority and women workers who qualify as trainees pursuant to these rules. All of the requirements, however, are limited by the provisions of (C) below.
The name of any interested women or minority individual shall be maintained on a waiting list, and shall be considered for employment as described in (i) above, whenever vacancies occur. At the request of the Dept. of LWD, Construction EEO Monitoring Program, the contractor or subcontractor shall provide evidence of its good faith efforts to employ women and minorities from the list to fill vacancies.
If, for any reason, said contractor or subcontractor determines that a minority individual or a woman is not qualified or if the individual qualifies as an advanced trainee or apprentice, the contractor or subcontractor shall inform the individual in writing of the reasons for the determination, maintain a copy of the determination in its files, and send a copy to the public agency compliance officer and to the Dept. of LWD, Construction EEO Monitoring Program.
(7) To keep a complete and accurate record of all requests made for the referral of worker’s in any trade covered by the contract, on forms made available by the Dept. of LWD, Construction EEO Monitoring Program and submitted promptly to the Dept. of LWD, Construction EEO Monitoring Program upon request.
(C) The contractor or subcontractor agrees that nothing contained in (B) above shall preclude the contractor or subcontractor from complying with the union hiring hall or apprenticeship policies in any applicable collective bargaining agreement or union hiring hall arrangement, and, where required by custom or agreement, it shall send journeymen and trainees to the union for referral, or to the apprenticeship program for admission, pursuant to such agreement or arrangement. However, where the practices of a union or apprenticeship program will result in the exclusion of minorities and women or the failure to refer minorities and women consistent with the targeted county employment goal, the contractor or subcontractor shall consider for employment persons referred pursuant to (B) above without regard to such agreement or arrangement; provided further, however, that the contractor or subcontractor shall not be required to employ women and minority advanced trainees and trainees in numbers which result in the employment of advanced trainees and trainees as a percentage of the total workforce for the construction trade, which percentage significantly exceeds the apprentice to journey worker ratio specified in the applicable collective bargaining agreement, or in the absence of a collective bargaining agreement, exceeds the ratio established by practice in the area for said construction trade. Also, the contractor or subcontractor agrees that, in implementing the procedures of (B) above, it shall, where applicable, employ minority and women workers residing within the geographical jurisdiction of the union.
After notification of award, but prior to signing a construction contract, the contractor shall submit to the public agency compliance officer and the Dept. of LWD, Construction EEO Monitoring Program an initial project workforce report (Form AA-201) electronically provided to the public agency by the Dept. of LWD, Construction EEO Monitoring Program, through its website, for distribution to and completion by the contractor, in accordance with N.J.A.C. 17:27-7.
The contractor also agrees to submit a copy of the Monthly Project Workforce Report once a month thereafter for the duration of this contract to the Dept. of LWD, Construction EEO Monitoring Program, and to the public agency compliance officer.
The contractor agrees to cooperate with the public agency in the payment of budgeted funds, as is necessary, for on-the-job and/or off-the job programs for outreach and training of minorities and women.
(D) The contractor and its subcontractors shall furnish such reports or other documents to the Dept. of LWD, Construction EEO Monitoring Program as may be requested by the Dept. of LWD, Construction EEO Monitoring Program from time to time in order to carry out the purposes of these regulations, and public agencies shall furnish such information as may be requested by the Dept. of LWD, Construction EEO Monitoring Program for conducting a compliance investigation pursuant to N.J.A.C. 17:27-1.1 et seq.
