About this opportunity

Hanover County, Virginia is seeking qualified grounds maintenance companies to provide comprehensive grass cutting and commercial grounds maintenance services through Invitation for Bids (IFB) #25-14-3236TP. The procurement covers services for County, Schools, Jail, and Library properties countywide, with requirements including regular seasonal grass cutting, lawn care, maintenance, trimming, edging, and weed control. Services will be performed during the growing season from March through November, with a minimum of twice monthly visits and no more than 10 business days between service visits. The contract period runs from award through February 28, 2026, with potential renewals for four successive one-year periods. Bidders must demonstrate at least three years of related experience and maintain $1 million in commercial general liability insurance. The County intends to award multiple contracts, including primary contracts for seasonal regular cuts and secondary contracts for on-call services, with bids evaluated across two primary lots: Department of Public Utilities (DPU) locations and Parks & Recreation locations. The bid submission deadline was extended to January 29, 2025, at 2:00 p.m., following two addenda that modified the solicitation number and provided additional site information.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Current contractors include Lacy Enterprises, LLC and Able Landscape Company, who are providing services under existing contracts. The pricing structure allows for additional grounds and landscaping services at $39.92 per hour, with landscape mulch delivery priced at $37.33 per cubic yard. While no specific budget range is provided, the extensive pricing exhibits in the addenda suggest significant scope, with service rates varying from $27.32 to $3,279.00 per cut depending on facility size and complexity. The County will provide site location details via overnight mail to interested bidders who submit their contact information, and an optional virtual pre-bid conference was held on January 13, 2025. Contractors must supply all necessary supervision, labor, equipment, materials, and transportation to perform the required services, with the understanding that service volumes are not guaranteed and will be issued on an as-needed basis when requested by the County.
