About this opportunity
The California Department of Motor Vehicles (DMV) is issuing an Invitation for Bid (IFB) for Commercial Driver License (CDL) basic skills test training services designed for Employer Testing Program (ETP) examiners in Southern California. The procured services consist of a four-day training program for both new and experienced examiners utilizing training materials based on the 2019 and 2023 California CDL Examiner Manuals. The contractor must establish a training facility within an 80-mile radius of either the Fontana Commercial Drive Test Center or the Gardena Commercial Drive Test Center and must supply all necessary equipment including classroom facilities with internet connectivity, two instructors per training day, and multiple commercial vehicles (conventional tractor with manual transmission, bus, Class B vehicle, and semi-trailer) meeting Federal safety standards. Training instructors must possess a minimum of three years of verifiable commercial driver experience and hold a valid Class A combination vehicle license with passenger endorsement issued by the California DMV. Key deadlines include written questions due by May 14, 2026 at 4:00 p.m., bids due by May 21, 2026 at 5:00 p.m. via email, bid opening on May 22, 2026 at 9:00 a.m., and a proposed contract start date of July 1, 2026. The initial contract term is 24 months with a DMV option to extend for an additional 12 months, and approximately 24 courses are estimated over the contract term.
Disabled Veteran Business Enterprise (DVBE) participation is not required; however, a 5 percent bid incentive will be applied for bids proposing 5.00 percent or greater DVBE participation. The current incumbent contractor is Ojos Trucking, LLC dba AGT Trucking School, operating at a current cost of $3,700 per completed four-day training course. Contractors must maintain Workers' Compensation insurance with employer liability limits of not less than $1,000,000 and Commercial General Liability insurance with limits of not less than $1,000,000 per occurrence. Compensation for the contract will be provided on a per-course basis at a rate to be determined through the bidding process, with the current cost benchmark of $3,700 per course suggesting the anticipated award value will be approximately $88,800 over the initial 24-month term based on the estimated 24 courses required.
