About this opportunity

The City of Sandy Springs, Georgia, is seeking Statements of Qualifications from Construction Manager at Risk (CM at Risk) firms through a two-phase procurement process for the renovation/replacement and new construction of two fire stations. Fire Station No. 1 is a 20,500 square-foot replacement facility at 1425 Spalding Drive, while Fire Station No. 4 is a 20,500 square-foot new facility at 5275 Roswell Road; both will be two-story structures with three-bay apparatus bays, support areas, living quarters, and associated spaces constructed with structural steel frames, metal studs, concrete masonry units, brick, and metal composite panels. Respondents must demonstrate a minimum bonding capacity of $30 million per project, possess a Georgia Commercial General Contractors License, and include a Georgia Business License in their qualifications submission. The CM will function as a consultant during early design phases, providing input on constructability, schedule, cost analysis, and value management, and must deliver a guaranteed maximum price (GMP) before completion of construction documents in an open-book contract format where all estimates, subcontractor quotes, subcontracts, and financial reports are available to the City. Phase 1 responses are due by January 22, 2026, at 2:00 PM EST through the Bonfire Interactive portal, with written questions due by January 6, 2026 and answers posted by January 12, 2026; award is expected in February 2026, with schematic drawings provided to shortlisted firms before Phase 2 presentations, Fire Station No. 4 construction commencing in September 2026, and Fire Station No. 1 beginning approximately two months thereafter. Respondents must complete all exhibits except Exhibits F and G, with failure to do so resulting in non-responsiveness, and cost proposals are not required during the qualifications phase.

The procurement does not indicate specific set-aside designations for disadvantaged enterprises or restrictions limiting the types of organizations that can respond. Respondents must comply with extensive insurance requirements, including workers' compensation, commercial general liability insurance with a $2,000,000 minimum, professional liability insurance with a $3,000,000 minimum, builders risk insurance, and fidelity bonds. Additional mandatory compliance requirements include E-Verify registration, Georgia Security and Immigration Compliance Act compliance, drug-free workplace certification, and adherence to all federal and state laws, including the Civil Rights Act of 1964 and Americans with Disabilities Act. The City's architect, Hussey Gay Bell, will provide design and contract administration support throughout the project. No pricing information is established in this qualifications phase; pricing will be determined during Phase 2 proposals. The contract will extend through project completion upon written approval of the City and successful Respondent, with no specific budget range or award value disclosed in the initial solicitation.
